How is membership balanced?*	The panels typically consist of researchers, university/college administrators, technology experts, financial and budget experts, and or policy experts. Experts are chosen to ensure the necessary range of expertize, as well as the geographic and demographic diversity.

The involvement of knowledgeable peers from outside the Foundation is important to provide advice on: the impact of research and research support; program management, overall program balance, and other aspects of program performance; the impact of overall NSF-wide policies on the scientific community; and the identification of emerging research opportunities.
