How does cmte accomplish its purpose?*Once appointed, the United States Manufacturing Council (USMC or Council) served as the premier national advisory committee on manufacturing. The objectives and duties of the Council were to identify and recommend ways to ensure that the Government responded to the challenges facing United States manufacturers and ways that United States manufacturers were able to ensure their continued competitiveness both at home and abroad. The Council was to advise the Secretary on government policies and programs that affected United States manufacturing and provided a forum for discussing and proposing solutions to industry-related problems. The Council acted as a liaison among the stakeholders represented by the membership and provided a forum for those stakeholders on current and emerging issues in the manufacturing sector.
How is membership balanced?*The Council held no membership. However, the Council's membership pursued to reflect the diversity of U.S. manufacturing by representing a balanced cross-section of United States manufacturing industry sectors, including entities from various geographic locations and businesses of varying size, particularly small and medium-sized enterprises.
How frequent & relevant are cmte mtgs?*Estimated Number of Meetings per Year: 8. The meetings addressed issues that continually affected the U.S. manufacturing industry as well as issues that had newly arisen. Council recommendations were considered by an interagency review upon being adopted and feedback was provided to the Council to use in their subsequent work. The Council completed its work in working groups called subcommittees that were not separately chartered and that referred and conveyed work though the full Council. They met via call or in-person immediately prior to the Council meetings. There were no members of subcommittees that were not members of the Council. These subcommittee work sessions did not incur cost separate of that to run the Council and to staff the official meetings.
Why advice can't be obtained elsewhere?*The Council was essential to ensure that the United States manufacturers were able to ensure their continued competitiveness both at home and abroad. There were no other committees that could fulfill this function.
Why close or partially close meetings?All meetings were open to the public.
Recommendation RemarksDue to a variety of factors affecting the continuance of political leadership of the USMC, the Council held no meetings during the current charter and recruited no members.

Per EO 14217, the Secretary of Commerce has determined that the purposes for which the USMC was established have been fulfilled, and the committee has been terminated effective February 28, 2025.

The Council was charged with ensuring regular communication between the federal government and the manufacturing sector, advising the Secretary of Commerce on government policies and programs that affected United States manufacturing and provided a forum for discussing and proposing solutions to industry-related problems and to ensure that the United States remained the preeminent destination for investment in manufacturing throughout the world.
