How does cmte accomplish its purpose?*The Transportation and Related Equipment Technical Advisory Committee (TRANSTAC or Committee) focused on the following issues for FY2025: The Wassenaar Arrangement (WA) Support Group reviewed and provided technical validation for U.S. and foreign proposals that impact transportation and related equipment. The Committee have been deeply involved with the update of various proposals submitted by member states and the proposals submitted by the U.S. While no TAC members attended the WA meetings in person this year, they did provide real-time support (via phone and email) to U.S. government personnel in Vienna. The Unmanned Aircraft Vehicle (UAV)/Unmanned Aircraft System (UAS) Working Group (WG) continues to work to address emerging UAV regulations and respond to Wassenaar proposals. The WG provided comments and updates to US proposal to the Missile Technology Control Regime (MTCR). The Spacecraft Technical Working Group (TWG), working closely with the Bureau of Industry and Security (BIS) and other government agencies, provided significant input that has been incorporated in the pre-decisional draft of the Space (i.e., 9x515 and 9A004) update rule. This input should result in additional clarity and a reduced license burden with no adverse impact to National Security. The TWG also supported discussion on several space related Wassenaar proposals. The Compressor TWG, in concert with Department of Defense, continues to support a Wassenaar proposal for controls for Gas Turbine Engine compressor technology and provided continuous support throughout the year. A TAC-authored proposal to allow the release of civil-certified supersonic engines, while protecting the critical technologies (an emerging field) was accepted at the 2022 Wassenaar December and incorporated into the Commerce Control List (CCL). The Committee established a Section 1758 Technologies (previously known as Emerging and Foundational Technology) TWG to support the work of the Emerging Technology Technical Advisory Committee. The TRANSTAC is actively engaged in reviewing proposals related to the U.S. Munitions List to CCL transition. The Missile Technology Control Regime Support Group participates in all the TRANSTAC meetings. In addition, the working groups provide input on potential regime changes particularly when a control is driven by both Missile Technology and Wassenaar Arrangement control lists. BIS Regulation Review Group commented on regulation proposals provided to them on the TRANSTAC website and via email distribution; supported implemented and proposed changes in the Export Administration Regulations related to Export Reform; identified specific clarifications or corrections in the EAR and supplied suggested language; and provided input to the DOC for various Notices of Inquiry. In FY2025, the Committee will Identify objective criteria for Section 1758 Technologies i.e., sensitive Emergent and Foundational technologies.). Promote the Spacecraft and UAS TWGs to address issues with existing regulatory language & emerging issues. Continue to review the ECCNs in Categories in 7, 8 and 9 for possible updates. Review in conjunction with the Materials and Equipment TAC those entries in Categories 1 and 2 specific to aerospace and marine systems. Continue to review and provide technical advice and inputs for U.S. and foreign proposals that impact transportation and related equipment. Develop non-papers and proposals for updating controls for items in Categories 1, 7, 8, 9 for interagency consideration for presentation at the WA Experts Group and MTCR meetings. Facilitate the communication of consistent and clear licensing standards across Industry and the reviewing Agencies. Foster inter-TAC coordination to better leverage resources and knowledge. Provide support of Technical Working Groups related to transportation and related equipment, including spacecraft. Continue to review the ECCNs in Category 7, 8 and 9 for possible updates, specifically: Eliminate overlap and clarify 9.D.1, 9.D2, and 9.D.4.; Eliminate overlap between 9.E.a.3 and 1.E.1.; Update controls on gas turbine engines for space launch vehicles; Continue to work 9.E.3 Compressor controls (if necessary); Clarify wording in 9A515 and 9E515; Support proposals for UAV/UAS; Support proposals for emerging AMM equipment and systems; Review controls for Space systems; and Review Category 7 technology controls for necessary clarifications and possible obsolete entries. Review in conjunction with the Materials & Equipment TAC those entries in Categories 1 and 2 specifics to aerospace and marine systems. Continue to review and provide technical validation for U.S. and foreign proposals that impact transportation and related equipment. Develop non-papers and proposals for updating controls for items in Categories 1, 7, 8 and 9 for interagency consideration for presentation at the Spring 2021 Wassenaar Arrangement Experts Group. Support Wassenaar Experts meetings as necessary. Facilitate the communication of consistent and clear licensing standards across Industry and the reviewing Agencies. Foster inter-TAC coordination to better leverage resources and knowledge. Provide technical advice and validation for U.S. and foreign proposals. Clarify scope of control for 9E101. Actively support USML to CCL transition activities, including reviews of draft proposed rules and requests for advice. Continue to review and comment on Commerce prepared regulations. Continue to support and actively participate on the Technical Working Groups described above for items or issues related to transportation and related equipment. Provide comments to clarify de minimis and Direct Product Rules. Provide support and comments on Sanction and Entity controls in response to geopolitical changes.
How is membership balanced?*The TRANSTAC is composed of industry representatives, and U.S. Government agencies (Departments of Commerce, Defense, and State) with specific technical or export control expertise. Members of the TRANSTAC possess advanced technical knowledge regarding the design, manufacture, and export of gas turbine engines, avionics, and other transportation and related equipment. This expertise qualifies them to advise the Department on the related technical parameters for export control.
How frequent & relevant are cmte mtgs?*The TRANSTAC met three times in FY2025. The meetings allow the TRANSTAC to advise the Department on the technical parameters for Commerce Control List Categories 7, 8, and 9.
Why advice can't be obtained elsewhere?*The TRANSTAC advises the Department on the technical parameters for commodities and technical data within Control List Categories 7 (navigation and avionics), 8 (marine technology), and 9 (propulsion systems and aerospace equipment). The TRANSTAC provides the Department with the otherwise unavailable advice of technically qualified individuals in these industry sectors.
Why close or partially close meetings?Closed sessions are held to allow for discussion of information classified for reasons of national security, information the premature disclosure of which would be likely to significantly frustrate implementation of a proposed agency action, or information of a commercial or financial nature that is privileged or confidential.
