How does cmte accomplish its purpose?*The Scientific Management Review Board (SMRB) conveys advice and recommendations on the use of organizational authorities regarding NIH institutes and centers and the Office of the Director through reports to the NIH Director. The SMRB accomplishes its purpose by developing a comprehensive report with recommendations for the NIH Director and the Secretary of Health and Human Services.
How is membership balanced?*The Board shall consist of the Director, NIH, who will be a permanent nonvoting ex officio member, and an odd number of voting members, not to exceed 21, who are selected by the Secretary. The voting members of the Board will include not fewer than 9 officials who are directors of NIH national research institutes or national centers, who will serve as voting ex officio members. The Secretary will appoint members from among individuals who are not officers or employees of the United States (appointed members). The Chair of the Board will be selected by the Secretary from among the appointed members and invited to serve as Chair for two years.
How frequent & relevant are cmte mtgs?*The Board will meet at the call of the Chair (with DFO’s approval) or upon request of the Director, NIH, not fewer than five times with respect to issuing any particular report.

Why advice can't be obtained elsewhere?*The SMRB board is composed of NIH institute and center directors, along with external members with specific expertise on the NIH's function. This mix of internal and external expertise provides a specialized perspective on the NIH's operations that is not available from an external source. As aforementioned, the SMRB conveys its advice through reports directed to the NIH Director and HHS Secretary. These reports document the board's internal deliberations and are the definitive record of its specific recommendations. While reports and meeting summaries are made public after being sent to leadership, the reports themselves are the primary output of the board's work. Like other NIH advisory committees involved in sensitive pre-decisional matters, SMRB members are subject to strict confidentiality rules. Board discussions and materials concerning deliberative processes remain confidential to ensure candid advice and prevent undue influence. Internal pre-decisional opinions and evaluative portions are often withheld to protect the integrity of the advisory process. The members of the Advisory Committee have experience, current expertise, and abilities pertinent to the NIH mission that cannot be obtained from NIH staff or from other established sources.
