How does cmte accomplish its purpose?*NOSAC accomplishes its purpose through public meetings which are normally held twice a year and through subcommittee meetings when engaged in addressing a task issued the Agency.
How is membership balanced?*NOSAC is composed of 15 members. Each member has expertise, knowledge and experience regarding the technology, equipment and techniques that are used, or are being developed for use in the exploration for and the recovery of offshore mineral resources. NOSAC and its associated working groups are well represented by a broad range of personnel from the offshore industry. Areas represented are petroleum production, offshore drilling, support vessel operators, offshore construction, subsea operations, diving, geophysical services, arctic operations, and the general public.
How frequent & relevant are cmte mtgs?*In FY25 (through the end of January 2025), the committee did not meet.
Why advice can't be obtained elsewhere?*The Outer Continental Shelf provides an increasing percentage of our domestically produced oil and gas, and as well as non-mineral energy resources. The drilling and production of oil and gas is moving into deeper water; being done under higher pressures and higher temperatures; new and novel floating facilities are being used requiring state-of-the-art sophisticated technology; and non-mineral energy installations are being constructed in many areas of the U.S. Outer Continental Shelf. The nature of many of the issues involved in the offshore industry is highly specialized. The US Coast Guard has limited expertise in many of these areas and the committee is needed so that the US Coast Guard may continue to obtain technical recommendations from industry on new regulations, policy and industry standards. Advice of this nature is not available from sources within the Department of Homeland Security. There are no other committees which deal with the same subject area. Due to the balance of membership described above, and the considerable amount of experience of members, the committee's advice is both beneficial and unique.
