How does cmte accomplish its purpose?*The Environmental Technologies Trade Advisory Committee's (ETTAC or Committee) mission is to provide advice on the policies and procedures, and focus the resources, of the U.S. Government (USG) through the interagency Trade Promotion Coordinating Committee's Environmental Trade Promotion Working Group ("Working Group"), with the aim of increasing exports of U.S. environmental technologies, goods and services. The ETTAC advises the Working Group through the Secretary of Commerce. Within the Department, the Director of the Office of Energy and Environmental Industries acts as Executive Director, and two staff persons act as DFO and Secondary DFO of the ETTAC respectively. Members, appointed by the Secretary of Commerce, provide advice on the international interests and competitiveness of the U.S. environmental industry. ETTAC members consult widely with U.S. environmental technologies firms, relevant federal and state government agencies, and other experts in developing their advice for the Working Group. ETTAC's recommendations address areas critical to enhancing the competitiveness of the U.S. industry in international markets, including tariff and non-tariff barriers, USG's trade promotion programs, and standards-related challenges, among others. The interaction between the ETTAC and the Working Group has been key to the development and implementation of interagency strategy aimed at expanding U.S. environmental exports.

In FY25, the Committee continued to accomplish its purpose through providing 5 recommendations to the Trade Promotion Coordinating Committee's Environmental Trade Promotion Working Group, through the Secretary of Commerce, to enhance exports of U.S. environmental technologies, goods, and services.
How is membership balanced?*The ETTAC contains members from large, small and medium-sized companies, as well as trade associations and other relevant organizations operating throughout the United States and in a range of foreign markets. Committee members specialize in the various subsectors of the environmental industry -- Equipment: water treatment equipment and chemicals; air pollution control; instruments and information systems; waste management and recycling equipment; process and prevention technologies. Services: solid waste management; hazardous waste management; consulting and engineering; remediation and industrial services; analytical services; wastewater treatment works. Resources: water utilities; resource recovery.

In FY25, the Office of Energy and Environmental Industries (OEEI) ensured balance on the committee by recruiting members that represented a range of large, small, and medium-sized corporations operating throughout the United States and representing various subsectors of the environmental industry. OEEI undertook robust recruitment for the 2024-2026 ETTAC charter by engaging in outreach through its industry newsletters, U.S. field offices, industry and trade associations, and other environmental technology industry contacts.
How frequent & relevant are cmte mtgs?*OEEI continued to ensure frequent and relevant Committee meetings by hosting ETTAC meetings approximately four times per calendar year. In 2025, OEEI convened the ETTAC for four full meetings (in January, April, June, and September) in virtual or in-person formats to discuss and formulate Committee recommendations based on research conducted by its three subcommittees: Export Competitiveness and National Security, Supply Chain Resilience, Circularity, and Efficiency (SCRCE), and Enabling Innovative Technologies. Continuation of the ETTAC is critical because ETTAC is the only source of private sector advice to the USG on issues related to U.S. exports of environmental technologies, goods and services. OEEI also convened two additional 1-hour meetings (in March and July) to allow committee members to approve recommendation letters.
Why advice can't be obtained elsewhere?*The ETTAC is an essential partner of the Federal Government in developing this important sector of the world and domestic economy. There is no other private sector group focusing specifically on environmental technologies trade and providing advice from U.S. environmental firms and the U.S. environmental industry — an industry which employs approximately 1.8 million Americans and generated an estimated $432 billion in revenue in the United States in 2022.

Agency Feedback Comment*Agency feedback is provided in the form of a formal written response from the senior DOC official addressed in the initial recommendation or through an articulation of action and decision by the Working Group. Under the 2024-2026 charter, Secretary Lutnick sent one response letter to the ETTAC addressing the first recommendation letter submitted by the ETTAC. We anticipate response letters for the other four recommendation letters to be sent this calendar year. The response letters are not public as they provide preliminary DOC and interagency feedback to the recommendation letters and are not meant to commit the DOC or interagency partners to a specific course of action.Narrative Description*ETTAC is a private-sector advisory committee that was created by Congress to advise the Federal Government on policies and programs to expand U.S. exports of environmental technologies, goods and services. The industry the Committee represents is comprised of roughly 115,000 revenue-generating organizations that employ approximately 1.8 million individuals in the United States. Under the Jobs Through Trade Expansion Act, Congress authorized the creation of the Environmental Technologies Trade Advisory Committee to provide advice to the Department of Commerce and other federal agencies on how the U.S. government's policies and practices affect the export of U.S. environmental products and services. For its 2024-2026 charter, the ETTAC hosted among its members industry leaders from small, medium, and large enterprises; relevant industry associations; and key state-level advisors representing a vibrant U.S. industry that generated an estimated $432 billion in revenue in 2022.
