How does cmte accomplish its purpose?*The Committee acts in the public interest to assess: (1) trends and developments in the science and engineering of earthquake hazards reduction; (2) effectiveness of the Program in carrying out the activities under section 103(a)(2) of the Earthquake Hazards Reduction Act of 1977; (3) the need to revise the Program; and (4) the coordination, implementation, and activities of the Program.
How is membership balanced?*Members are selected on the basis of established records of distinguished service in their professional community and their knowledge of issues affecting the Program. Members reflect the wide diversity of technical disciplines, competencies, and communities involved in earthquake hazards reduction. Members are drawn from industry and other communities having an active interest in the Program, such as, but not limited to, research and academic institutions, industry standards development organizations, state, local, tribal, and territorial governments, and financial communities, who are qualified to provide advice on earthquake hazards reduction and represent all related scientific, architectural, social, and engineering disciplines. The diverse membership of the Committee assures expertise reflecting the breadth of the Committee’s responsibilities, and, where possible, DOC will also consider the ethnic, racial, and gender diversity.
How frequent & relevant are cmte mtgs?*The Committee meets face-to-face at least once per year to receive agency activity updates in a timely and efficient manner relevant to the National Earthquake Hazards Reduction Program (NEHRP). Additional meetings may be called whenever requested by the DFO or the NIST Director. To promote timely meetings and efficient spending, as directed by Executive Order 13589, the Committee conducts webinars in lieu of face-to-face meetings.
Why advice can't be obtained elsewhere?*The Committee is necessary to fulfill the responsibility of the Department under the National Earthquake Hazards Reduction Program Reauthorization Act of 2004 (42 U.S.C. §§ 7701 et seq.), which was amended in December 2018.
Why close or partially close meetings?N/A
Recommendation RemarksThis Committee functions solely as an advisory body, in accordance with the provisions of the Federal Advisory Committee Act. The appointed Committee Chair is following the minimum requirements of the current ACEHR Charter by submitting a full report to the Director of NIST at least once every two years on its findings of the assessment carried out under the objective and scope of activities within the charter, and its recommendations for ways to improve the Program. There were 2 new recommendations in the 2025 Assessment Report. Both currently in progress as therefore are classified as "partially implemented". There is a project underway currently that is evaluating "all" recommendations to consolidate them to a manageable list. This is one of the recommendations in the 2025 report.

Changes in Membership: David Cocke, whose first term appointment was due to expire on October 31, 2024, was appointed by the NIST Director to serve a second consecutive three-year term ending 10/31/2027.

By statute, the Committee is composed of representatives of research & academic institutions, industry standards development organizations, state & local government, & financial committees who are qualified to provide advice on earthquake hazards reduction & represent all related scientific, architectural, & engineering disciplines. The Committee shall assess trends and developments in the science & engineering of earthquake hazards reduction; effectiveness of the program in carrying out its prescribed activities; need to revise the program; and the management, coordination, implementation, and activities of NEHRP.
