How does cmte accomplish its purpose?*The Board provides independent advice and recommendations to the Secretary of Defense and the Deputy Secretary of Defense, through the Under Secretary of Defense for Personnel and Readiness and the Assistant Secretary of Defense for Health Affairs, on matters pertaining to DoD health care policy and program management; the delivery of high-quality health care services to DoD beneficiaries; the promotion of health, wellness, and prevention within the DoD; the treatment of disease and injury by the DoD; health research priorities; and other health-related matters of special interest to the DoD. Pursuant to DoD policies and procedures, the Under Secretary of Defense for Personnel and Readiness may act upon the Board’s advice and recommendations.
How is membership balanced?*The Board is composed of not more than twenty members, and as determined by the Secretary of Defense, the Board’s total parent-level and subcommittee-level membership cannot exceed 50 members unless otherwise directed by the Secretary of Defense or the Deputy Secretary of Defense. Membership consists of private and public healthcare leaders with a diversity of background, experience, and thought in support of the DHB mission in one or more of the following disciplines: health systems, clinical health care, infectious disease, public health, trauma medicine, beneficiary representation, health informatics, patient care safety/quality care, neuroscience, and/or behavioral health. Board Members and Subcommittee Members appointed by the Secretary of Defense or Deputy Secretary of Defense, who are not full-time Federal officers or employees, shall serve as Special Government Employees under the authority of 5 U.S.C. § 3109.
How frequent & relevant are cmte mtgs?*Estimated Number of Meetings per Year is 4 per the Charter. However, in FY25, the Board met 1 time due to the Secretary of Defense’s Review of Advisory Committees resulting in a pause in operations effective March 7, 2025. The Board meets at the call of the Designated Federal Officer (DFO), in consultation with the Board's President. The number of subcommittee meetings varies with each subcommittee's workload. Each subcommittee meets as needed, as determined by the DFO.
Why advice can't be obtained elsewhere?*As part of its overall committee management, the Department of Defense established the Defense Health Board to provide the Secretary of Defense a broader view of health issues, leveraging the knowledge of national and international subject matter experts, that confront the Department of Defense and its beneficiaries.
Why close or partially close meetings?Meetings are not closed to the public unless the Department of Defense determines that items on the planned agenda meet the closed meeting provisions of 5 U.S.C. § 552b(c). Pursuant to DoD policy, closed meetings can only be authorized by the DoD Sponsor, the Under Secretary of Defense for Personnel and Readiness, and only after consultation with the DoD Office of General Counsel.
