How does cmte accomplish its purpose?*In FY2025, the Emerging Technology Technical Advisory Committee (ETTAC) discussed priority emerging technology topics, including AI, advanced manufacturing, biotechnology and space technologies, focusing on the national security risks associated with the export of these items. The ETTAC received a classified briefing by ODNI, consistent with Section 1758 of ECRA. The ETTAC reviewed and provided comments on multilateral regime proposals related to emerging technology, including those at the Wassenaar Arrangement (WA) and Australia Group (AG). The ETTAC is supporting BIS in the identification of Section 1758 technologies, including through engagement with BIS's recently established interagency Emerging Technology Steering Committee (ETSC). Administratively, the ETTAC discussed the need to recruit more members with various technical backgrounds, particularly those in biotechnology. Additionally, Scott Blanchard was voted to become the Co-Chair of the ETTAC.

In FY2026, the ETTAC will continue to discuss priority emerging technology topics of national security concern with the aim of developing export controls for these items. The ETTAC will continue to collaborate with the ETSC and provide input in WA and AG proposals. The ETTAC will focus on recruiting new members with key technical backgrounds.
How is membership balanced?*The ETTAC is composed of members from academia, industry, federal laboratories, and pertinent U.S. Government departments and agencies.
How frequent & relevant are cmte mtgs?*The ETTAC met four times in FY 2025. The meetings allow the ETTAC to advise the Department of its ongoing activities related to identifying emerging technologies.
Why advice can't be obtained elsewhere?*The ETTAC advises the Department on questions involving the identification of emerging technologies with potential dual-use applications as early as possible in their developmental stages both within the United States and abroad. In its work the committee is forward leaning—focusing both on the current state of such technologies and projecting their likely effects five to ten years in the future on national security, the U.S. defense industrial base, and the overall health and competitiveness of the U.S. economy. The committee provides assessments and information on emerging technologies, potential so-called “chokepoint technologies” and trends in technologies of particular interest to the Bureau of Industry and Security (BIS). The committee advises BIS regarding the potential impact of Export Administration Regulations (EAR) on research activities, technical and policy issues relating to controls under the EAR, revisions of the Control List, including proposed revisions of multilateral controls in which the United States participates, the issuance of regulations and any other matters relating to actions designed to carry out the policy set forth in Section 3(2)(A) of the Act.

Recommendation RemarksThe ETTAC is authorized under the Export Control Reform Act of 2018 (ECRA) (50 U.S.C. §§ 4801-4852) and it was established, and its charter is renewed, in accordance with the Federal Advisory Committee Act (FACA), as amended (5 U.S.C. § 1001 et seq.), except that, as mandated by Section 1758(f) of ECRA, subsections (a)(1), (a)(3), and (b) of Section 10 and Sections 11, 13, and 14 of the FACA shall not apply to the committee.
