How does cmte accomplish its purpose?*The Civil Nuclear Trade Advisory Committee (CINTAC or Committee) advised the Secretary of Commerce on the development and administration of programs to expand U.S. exports of civil nuclear goods and services in accordance with applicable U.S. regulations. Its advice was used to develop U.S. Department of Commerce (Department) programs and activities in its role as a member of the Trade Promotion Coordinating Committee Working Group on Civil Nuclear Trade. The committee, comprised of industry representatives, provided for greater U.S. Government (USG) and U.S. industry coordination on international civil nuclear energy issues and on U.S. international and commercial strategic objectives.
How is membership balanced?*When recruiting and appointing members, the Department aimed to have members representing U.S. exporters of civil nuclear products and services that reflect the diversity of this sector, including company size and geographic location, and come from U.S. trade associations and private sector organizations involved in the manufacture, promotion and export of civil nuclear products and services. Subsectors of the industry included, but were not limited to consulting and legal services, reactor designers, engineering and construction companies and fuel services technologies providers.
How frequent & relevant are cmte mtgs?*In FY25 the committee met once. Discussions provided the Department with perspective on industry's interests in the international market share. Foreign state-owned competitors were one of the U.S. industry's greatest challenges. This Committee empowered the Department to support increased U.S. exports and U.S. job creation in the civil nuclear sector in ways not previously addressed. Meeting agendas were focused around pressing trade challenges for which the Department seeks industry advice.
Why advice can't be obtained elsewhere?*The CINTAC was the only Federal advisory body with a balanced representation of civil nuclear energy companies and organizations tasked with examining the export competitiveness of the civil nuclear energy industry. These viewpoints were not available from other advisory committees.
Why close or partially close meetings?Meetings were partially closed when there was discussion of matters determined to be exempt from the provisions relating to public meetings. This information was found in the FACA code at 5 U.S.C. § 1009(d). For partially closed meetings, potential topics discussed by the Committee included: nuclear cooperation agreements, CSC, international used nuclear fuel options, trade barriers, research and development, new innovations and USG advocacy. As such, these topics contained information that was business confidential, may have addressed particularly sensitive programs and activities of the U.S. government, revealed financial information about the industry or Committee participants and was of a sensitive nature (fuel supply and nonproliferation issues, for example).
Recommendation RemarksThe following member had a change in appointment dates for the 2024-2026 charter term due to taking another job: Ted Garrish, 12/5/24 - 1/7/25.

Per EO 14217, the Secretary of Commerce has determined that the purposes for which CINTAC was established have been fulfilled, and the committee has been terminated effective February 28, 2025.

Agency Feedback Comment*We provided feedback in the form of a formal letter from the Secretary of Commerce in response to the recommendations. In addition, the DFOs developed a communications matrix to convey the status of all recommendations. This matrix was shared as part of each committee meeting. The public was able to obtain information on agency feedback by contacting the DFO.Narrative Description*To ensure that U.S. civil nuclear commercial interests advance alongside U.S. nonproliferation policy in the expansion of nuclear energy, a need existed for consensus advice from U.S. industry to the USG on how U.S. foreign policies, programs, and activities would affect the U.S. nuclear industry’s competitiveness and ability to participate in the international market. CINTAC advised the Secretary of Commerce regarding the development and administration of programs to expand U.S. exports of civil nuclear goods and services in accordance with applicable U.S. regulations. The Department of Commerce used this advice to carry out its activities and in its role as a member of the Trade Promotion Coordinating Committee (TPCC) Working Group on Civil Nuclear Trade. The CINTAC, comprised of industry representatives, provided for greater USG and U.S. industry coordination on international civil nuclear energy issues and on U.S. international and commercial strategic objectives.
