How does cmte accomplish its purpose?*The Board of Visitors (BoV) serves in an advisory capacity to the United States Military Academy (USMA) at West Point. Upon request and aligned with a standard schedule (synched with the academic year) the BoV USMA is updated in such areas as: cadet quality of life issues; infrastructure revitalization, academic programs, military and physical programs, character development, energy program, intercollegiate athletics, admissions, and the West Point Leader Development System. The BoV USMA is informed and updated on all activities at USMA.
How is membership balanced?*The BoV USMA, pursuant to 10 U.S.C. § 7455(a), shall be constituted annually and composed of 17 members. The Board membership shall include:

a. The Chair of the Committee on Armed Services of the Senate or designee;

b. The Ranking Member of the Committee on Armed Services of the Senate or designee;

c. Two other members of the Senate designated by Majority Leader of the Senate, one of whom is a member of the Committee on Appropriations of the Senate;

d. Two other members of the Senate designated by the Minority Leader of the Senate, one of who is a member of the Committee on Appropriations of the Senate;

e. The Chair of the Committee on Armed Services of the House of Representatives, or designee;

f. The Ranking Member of the Committee on Armed Services of the House of Representatives, or designee;

g. Two other members of the House of Representatives designated by the Speaker of the House of Representatives, one of whom is a member of the Committee on Appropriations of the House of Representatives;

g. One other member of the House of Representatives designated by the Minority Leader of the House of Representatives; and

e. Six members designated by the President.

Pursuant to 10 U.S.C. § 7455(b) and (c), BoV USMA members designated by the President shall serve for three years each, except that any member whose term of office has expired shall continue to serve until a successor is appointed. The President shall designate two persons each year to succeed the members whose terms expire that year. If a member of the BoV USMA dies or resigns, a successor shall be designated for the unexpired portion of the term by the official who designated the member.
How frequent & relevant are cmte mtgs?*The BoV USMA normally holds meetings three times a year. In FY 25, three meetings were scheduled (two at West Point and one in Washington, DC).
Why advice can't be obtained elsewhere?*Federal statute (10 U.S.C. 7455) requires the Secretary of Defense to establish this committee.
Why close or partially close meetings?Meetings are not closed to the public unless the Department of Defense (DoD) determines that items on the planned agenda meet the closed meeting provisions of 5 U.S.C. § 552b(c). Pursuant to DoD policy closed meetings can only be authorized by the DoD Sponsor, the Secretary of the Army, and only after consultation with the Office of General Counsel for the Department of the Army.
Recommendation RemarksIn accordance with the BoV USMA Charter the estimated number of meetings per year is three (3). In FY25 three (3) meetings were scheduled, and two (2) were conducted. The USMA continuously updates the BoV USMA throughout the year regarding issues within its jurisdiction, so there is no gap in either overview or reporting.

Cost Savings CommentThe BoV USMA was established to provide advice and recommendations on the academic programs at USMA to better improve the efficacy of operations at the Academy. Cost savings is not a primary objective for the BoV USMA, instead, the focus is on enabling improved education for the both the Department of the Army and DoD.
