How does cmte accomplish its purpose?*The Advisory Committee on Arlington National Cemetery (ACANC) provides the Secretary of Defense, through the Secretary of the Army, independent advice and recommendations with respect to the administration of Arlington National Cemetery, the erection of memorials at the cemetery, and master planning for the cemetery by periodic reports and recommendations.. Not later than 90 days after receiving a report or recommendations from the ACANC, the Secretary of the Army submits the report to the Chairs and Ranking Members of the Congressional Defense Committees and the Congressional Committees on Veterans’ Affairs. Comments and recommendations that the Secretary of the Army considers appropriate are included. The ACANC was codified into law by NDAA 2012 and 10 U.S.C. § 446.
How is membership balanced?*The ACANC shall be composed of no more than nine members. Members shall be prominent authorities in their respective fields of interest or expertise, specifically bereavement practices and administrative oversight to organizational management, veterans' services, the erection of memorials, and master planning for extending the life of a cemetery. The Secretary of the Army, in consultation with the Special Assistant to the Secretary of Defense for White House Liaison, may request that the Secretary of Veterans Affairs and the Secretary of the American Battle Monuments Commission each nominate one individual for appointment.
How frequent & relevant are cmte mtgs?*Meeting at an estimated quarterly frequency allows the ACANC adequate time to study and research strategic issues, provide input to the development of relevant agenda items, and prepare timely input for the Secretary of the Army to consider regarding strategic planning, policy, and future of Arlington National Cemetery.
Why advice can't be obtained elsewhere?*The National Defense Authorization Act for Fiscal Year 2012 § 591 (Public Law 112-81) § 591, established the Advisory Committee on Arlington National Cemetery (ACANC), a non-discretionary advisory committee to provide the Secretary of Defense, through the Secretary of the Army, independent advice and recommendations, with respect to the administration of Arlington National Cemetery, the erection of memorials at the cemetery, and master planning for the cemetery.
Why close or partially close meetings?Meetings are not closed to the public unless the DoD determines the items on the planned agenda meet the closed-meeting provisions of 5 U.S.C. § 552b(c). Pursuant to DoD policy closed meetings can only be authorized by the DoD Sponsor, The Secretary of the Army, and only after consultation with the Headquarters Department of the Army General Counsel Office.
Recommendation RemarksAs a result of the DoD advisory committee review directed on March 7, 2025, the committee did not meet and all members' terms of service were concluded on April 25, 2025.

Number Of Recommendations CommentThe Committee did not meet in 2025 and provided 0 recommendations. The Committee made 2 recommendations in FY 2024. The Committee recommended to the Secretary of the Army that the National Conference on Ministry to the Armed Forces be authorized to replace the concrete marker of the Protestant Chaplains Monument with a granite marker, and add 61 names that are in compliance with Title 38 United States Code, Section 2409, specifically paragraph 2409(b)(2)(C), whose date of death is more than 25 years ago, to the Protestant Chaplains Monument and add 24 names to the Catholic Chaplains Monument that are in compliance with Title 38 United States Code, Section 2409, specifically paragraph 2409(b)(2)(C), whose date of death is more than 25 years ago. Additonally, the Committee recommended to the Secretary of the Army that the circular drive in Section 16 of Arlington National Cemetery, surrounding the former location of the Confederate Memorial, be named in honor of a unifying term, such as Liberty Circle or Freedom Circle.Access Agency WebsiteYes

% of Recs Fully Implemented CommentThe Committee did not meet in FY 25 and did not provide the agency any recommendations. The Committee made 1 recommendation in FY 2012, and the agency implemented the 1 recommendation. The Committee made 2 recommendations in FY 2013 and the agency implemented both (2) recommendations. 1) Arlington National Cemetery to further institutionalize efforts to preserve the cemetery's cultural and natural history by pursuing designation as an arboretum. 2) Army enact policies to remove of all non-natural items (e.g., wind chimes, lights, trinkets, etc.) from the trees, shrubbery and bushes in Section 60. The Committee made 2 recommendations in FY 2014 and the agency implemented both (2) recommendations. 1) The Army end the current Section 60 Mementos collection program no later than 31 Dec 2014 or upon withdrawal of combat troops from Afghanistan. 2) The Army designate all items previously collected and retained as part of the Section 60 Mementos Program as a historical memorial collection. The Committee provided comments to the SecArmy with a split vote in FY2015 and the agency did not fully implement the proposed action and approve placement of the VHPA commemorative monument. In FY16 the Committee made 3 recommendations: (1) Approve revising the Committee Charter to: (a) reflect Co-Chairs for the Full Committee, (b) Combine the Remember and the Explore Subcommittees, and (c) appoint Mr. Davis as Chair of the combined subcommittee; (2) Disapprove proposed commemorative monuments as requested by both the 8th and 12th Armor Division Associations; and (3) Approve naming a new street and loop in the Millennium Project separately in honor of GySgt Jonathan Gifford (U.S. Marine Corps) and Ms. Ida Lewis (U.S. Lighthouse Service which would be later absorbed into the U.S. Coast Guard. The Agency implemented all three recommendations. In FY17 the Committee made two recommendations (1) Disapprove a request by the National Army Security Agency Association to place a commemorative monument within ANC and (2) Appoint CSM Mark L. Farley, USA (Ret) as Chair of the Remember and Explore Subcommittee in relief of LtGen Russell Davis USAF (Ret) who retired from the Committee on July 31, 2017. The Agency implemented both recommendations. In FY18 the Committee voted unanimously to recommend SecArmy approve a change to ANC policy of providing Funeral Escorts for grades E-9 and above to a policy of providing Funeral Escorts to the grades of E-9, W-4 and above, and O-4 and above to reduce waiting time for families scheduling services, increase operational efficiency, and conserve limited resources. The Agency implemented this recommendation on 11 January 2019. The Agency implemented the recommendation for placement of a commemorative monument in honor of those lost aboard the USS Thresher on 25 Sep 2019. The Agency implemented 2 of the 4 recommendations submitted in FY 20. 1) The SECARMY approved and memorial was placed honoring fallen servicemembers that served with the Office of Strategic Services in World War II and 2) SECARMY approved and memorial was placed honoring the crew of Apollo 1.Access GSA FACA WebsiteYes

The agency partially accepted the recommendation regarding placement of the VHPA commemorative monument in Sep 2017 by allowing a smaller size tree monument adjacent to the living memorial at ANC. Agency Feedback Comment*Agency feedback is made via reports and memoranda and notifications to Congress. Oversight of implementation of ACANC recommendations is continuous. Many recommendations, if adopted, may not be measured for implementation within the same fiscal year as presented to the ANC, as the implementation of such requires more than a year's time to effect.
