How does cmte accomplish its purpose?*The National Merchant Mariner Medical Advisory Committee (NMEDMAC) shall advise the Secretary of Department Homeland Security on matters related to: (1) medical certification determinations for issuance of licenses, certificates of registry, and merchant mariners' documents with respect to merchant mariners; (2) medical standards and guidelines for the physical qualifications of operators of commercial vessels; (3) medical examiner education; and (4) medical research. NMEDMAC will provide a forum for development, communication, and consideration of expert-based and scientific recommendations. NMEDMAC will be responsible for specific assignments and may conduct studies, inquiries, workshops, and fact finding in consultation with individuals and groups in the private sector and with state and local government jurisdictions.
How is membership balanced?*The committee shall have nine members who are health-care professionals with particular expertise, knowledge, or experience regarding medical examinations of merchant mariners or occupational medicine. Additionally, the committee shall have five members who are professional mariners with knowledge and experience in mariner occupational requirements.
How frequent & relevant are cmte mtgs?*In FY24, NMEDMAC held three full committees meeting, one in person and two via teleconference.
Why advice can't be obtained elsewhere?*A joint consensus process involving the Coast Guard, medical and health care experts, and maritime community stakeholders is the optimal method to develop mariner medical and fitness competency criteria and to provide recommendations for policy/regulation development.

Outcome Increased Customer SatisfactionYesAction CommentThe Coast Guard considered NMEDMAC's recommendations when we formally proposed that the international maritime community develop training and certification requirements for seafarers to address the prevention of bullying and harassment, including sexual assault and sexual harassment. Their recommendations were included in the U.S. proposals to the International Maritime Committee's Sub-Committee on Human Element, Training and Watchkeeping (HTW) and to the International Labour Organization's Special Tripartite Committee on the Maritime Labour Convention, 2006.

NMEDMAC also reviews work from other medical advisory boards to recommend uniform guidelines for merchant mariner medical/functional fitness.
