How does cmte accomplish its purpose?*	The PECSEA will advise the Secretary of Commerce or the Secretary’s designee on matters and issues pertinent to implementation of Export Control Reform Act of 2018 (ECRA) (50 U.S.C. § 4801 et seq.) and other relevant laws and regulations administered by BIS. The PECSEA will provide advice and make recommendations on protecting U.S. national security and foreign policy concerns through the administration of export controls without unduly harming U.S. technology leadership and commercial trade, while also strengthening the U.S. defense industrial base.
How is membership balanced?*	BIS did not appoint any members to PECSEA in FY25. The PECSEA will be composed of members who are senior executives selected from industry and other non-governmental organizations, drawn from among members of the PEC and other representatives of industry and other non-governmental organizations who are exporters of or otherwise engaged in activities related to items that are presently controlled under the Export Administration Regulations or are proposed for such control, balanced to the extent possible among large and small firms. Since the work of the PECSEA affects a broad range of export controls, BIS considers it important that the PECSEA assure perspectives reflecting the breadth of the Committee’s responsibility, including through diverse membership.
How frequent & relevant are cmte mtgs?*	Meeting two to three times per year, the Subcommittee will provide the Government with direct input from representatives of the broad range of industries that are directly affected by export controls. The PECSEA was re-established on 1/29/2024. BIS did not hold any meetings in FY25.
Why advice can't be obtained elsewhere?*	The PECSEA is a high-level industry forum that will provide advice and make recommendations to the Department on protecting U.S. national security and foreign policy concerns through the administration of export controls without unduly harming U.S. technology leadership and commercial trade, while also strengthening the U.S. defense industrial base. The functions of the PECSEA cannot be performed by the Department nor by any existing advisory committee or Federal agency. The PECSEA will provide industry a voice at the highest levels of Government on export control issues, and will provide the Government with high-level, strategic expertise from within a broad range of industry perspectives that otherwise would be unavailable on a consistent and reliable basis.

Narrative Description*	The President's Export Council Subcommittee on Export Administration serves as a resource of ever increasing value as it addresses matters pertinent to the Export Control Reform Act of 2018, the International Emergency Economic Powers Act, and other relevant laws and regulations administered by the Bureau of Industry and Security. The Subcommittee can readily respond to the needs of the Department of Commerce within a dynamic global marketplace for an industry perspective on the effectiveness of current export control policy and make recommendations on protecting U.S. national security and foreign policy concerns through the administration of export controls without unduly harming U.S. technology leadership and commercial trade, while also strengthening the U.S. industrial base.
