How does cmte accomplish its purpose?*	The NIU BoV provides the Director of National Intelligence (DNI) independent advice and recommendations on NIU matters, including, but not limited to mission, policy, accreditation, faculty, students, facilities, curricula, educational methods, research, and administration.
How is membership balanced?*	The Board currently consists of members representing the three communities specifically mentioned in the Charter, "distinguished members of the national intelligence community, defense, and academia," as seen in the following: The NIU BoV shall be comprised of no more than 12 individuals, excluding two ex officio members, appointed in accordance with ODNI Instruction 20.13, External Advisory Bodies, or successor instruction, who have extensive professional experience in the fields of national intelligence, national defense, or academia. Current membership includes representatives from academia, retired intelligence leaders, and current or retired members of the defense establishment.
How frequent & relevant are cmte mtgs?*	The NIU BoV shall meet at the call of the NIU BoV Designated Federal Officer (DFO), in consultation with the NIU BoV Chair. The estimated number of meetings is two per year.
Why advice can't be obtained elsewhere?*	The DNI has determined that no other advisory committee can provide the independent advice provided by the Board on NIU matters such as curricula, methods of instruction, facilities, education/training standards, organizational management, and academic accreditation. Given NIU's ongoing work towards affirmation of accreditation in 2026, NIU continues to require the independent advice of experts in academia, intelligence, and defense to advise on curriculum matters and other issues.
Why close or partially close meetings?	Meetings are not closed to the public unless the DNI determines, by statute or applicable law, that items on the planned agenda have national security implications. This year, all NIU BOV meetings were determined to have national security implications, and were therefore closed to the public.

Agency Feedback Comment*	Each report calls for a report of progress on a recommendation and at the next meeting of the Board, NIU provides and update.	Narrative Description*	The BoV provides a high-level review of NIU activities. At each meeting, faculty and staff provide briefings on a range of issues including budget, facilities, IT developments, faculty members, enrollment trends, student progress, curriculum, research, and outreach. The Board reports to the DNI who is charged with the responsibility of overseeing the funding NIU operations. The Board also makes recommendations to the President of NIU. On an annual basis, the Board reviews progress on the Strategic Plan and, if necessary, recommends new directions.
