How does cmte accomplish its purpose?*The BoV MCU shall provide independent advice and recommendations on matters pertaining to the Marine Corps University, as set forth in Section 4 of the BoV MCU charter: Description of Duties: The BoV MCU, pursuant to 10 U.S.C. § 8592(d), shall provide the Secretary of Defense and/or the Deputy Secretary of Defense, through the Secretary of the Navy, independent advice and recommendations on matters pertaining to:
a. U.S. Marine Corps Professional Military Education;
b. all aspects of the academic and administrative policies of the University;
c. higher educational standards and cost effective operations of the University
How is membership balanced?*The BoV MCU members shall be eminent authorities in the fields of defense, academic administration, international affairs and/or leadership.
How frequent & relevant are cmte mtgs?*The BoV MCU Charter requires one meeting each year; however, the BoV MCU generally meets twice each year with Administrative and Preparatory Meetings being held as deemed necessary by the Designated Federal Officer, in consultation President of Marine Corps University, the Commanding General of Marine Corps Training and Education Command, and the BoV MCU's Chair. The meetings are necessary and relevant to the operation of the University's educational and research programs and to the achievement of regional accreditation, as required by statute.
Why advice can't be obtained elsewhere?*10 U.S.C. § 8592(d) mandates the BoV MCU as a requirement for regional accreditation. The Commission on Colleges Southern Association of Colleges and Schools, the University's regional accrediting agency, mandates the existence of such a board. The members of the BoV MCU provide advice and recommendations based on their diversity as evidenced in their occupations, educational credentials and backgrounds, and career work experiences. Civilian and military members of the University do not possess this diversity and are unable to lend these varied experiences.
Why close or partially close meetings?Meetings are not closed to the public unless the Department of Defense determines that items on the planned agenda meet the closed-meeting provisions of 5 U.S.C. § 552b(c). Pursuant to DoD policy closed meetings can only be authorized by the DoD Sponsor, who is the Secretary of the Navy, and only after consultation with the appropriate General Counsel.
Recommendation RemarksDue to the Secretary of Defense's pause of all advisory committee operations effective March 7, 2025 and the conclusion of all committee member appointments effective April 25, 2025, the Board did not meet in FY 2025.

Agency Feedback Comment*The BoV MCU is updated at each meeting on the status of all issues/recommendations surfaced/submitted at the previous meeting.Narrative Description*The MCU BOV was established to provide advice and recommendations to the Secretary of Defense and/or the Deputy Secretary of Defense, through the Secretary of the Navy, on matters pertaining to the U.S. Marine Corps Professional Military Education, all aspects of the academic and administrative policies of the University, higher education standards and cost-effective operations of the University, and the operation and accreditation of the National Museum of the Marine Corps. The BoV MCU supports the University's mission and strategic plan by reviewing each and ensuring they are reflective of Marine Corps' goals and offer the appropriate higher-education focus. The BoV MCU provides oversight and advice to facilitate higher educational standards and cost effective operations. The existence of the BoV MCU is mandated by the University's regional accrediting agency, the Southern Association of Colleges and Schools Commission on Colleges, which requires a governing board for oversight of each of its universities and is established by statute.
