How does cmte accomplish its purpose?*The Board provides independent advice and recommendations to the Secretary of Defense and the Deputy Secretary of Defense, through the Under Secretary of Defense for Personnel and Readiness (USD(P&R)), on matters related to the actuarial status of the Department of Defense Medicare-Eligible Retiree Health Care Fund.
How is membership balanced?*The Board consists of three members who are appointed by the Secretary of Defense from among qualified professional actuaries who are members of the Society of Actuaries. The three members are experts in the technical and actuarial aspects of retiree health care. There is no particular point of view represented other than sound funding of pension benefits.
How frequent & relevant are cmte mtgs?*The Retiree Health Care Board holds one open meeting annually. These meetings are necessary to promulgate the per capita retiree health care costs used in calculating the annual contribution by the Treasury into the Retiree Health Care Fund. The meetings are also necessary for the Board to determine the unfunded liability payment due each year from Treasury. This is also an opportunity for the Board to learn about and discuss issues affecting military retiree health care benefits.
Why advice can't be obtained elsewhere?*Federal statute (10 U.S.C. 1114) requires the Secretary of Defense to establish this advisory board.

Recommendation RemarksThe Board produces a report to the President and Congress once every four years. The next report will be issued in CY 2025. The number of recommendations will not change until then. Termination would require statutory changes.
