Recommendation RemarksThis discretionary advisory committee, the Secretary of the Navy Advisory Panel was terminated by the Department of Defense (DoD) prior to the signing of Executive Order (EO) 13875, “Evaluating and Improving the Utility of Federal Advisory Committees”, dated June 14, 2019. Notwithstanding, the DoD in accordance with EO 13875 and OMB guidance included this discretionary advisory committee as part of DoD’s 1/3 reduction in discretionary advisory committees which was directed by EO 13875.

In FY-2019, the Secretary of the Navy Advisory Panel conducted only private, 1 v 1, advice via phone or seldom in person. All discussions were administrative in nature.

James Custer is not able to certify as DFO as of 8-7-20.

FACA staff recognizes feedback as resulting changes to policy, regulations, actions, resources, reorganizing, or proposed legislation.Narrative Description*The Secretary of the Navy Advisory Panel provided the Secretaries of the Navy and the Department of Defense with independent advice and recommendations on critical issues facing the Department of the Navy and the Navy Secretariat in the conduct of the Department's mission. These issues included, but were not limited to management, organization, acquisition reform, the shipbuilding defense industrial base, and related maritime issues.
