How does cmte accomplish its purpose?*The President's Committee for People with Intellectual Disabilities (PCPID) convenes meetings to explore ways to provide and improve services and support to citizens with intellectual disabilities and their families. The Committee, then, makes recommendations through an annual report to the President of the United States.
How is membership balanced?*PCPID is composed of 21 citizen members (capacity) appointed by the President and 13 ex officio members representing various Federal agencies. Citizen members include self-advocates, parents, professionals, and volunteers in the field of intellectual disabilities. Ex officio members include the U.S. Attorney General, the Secretary of the Interior, the Secretary of Commerce, the Secretary of Labor, the Secretary of Health and Human Services, the Secretary of Housing and Urban Development, the Secretary of Transportation, the Secretary of Education, the Secretary of Homeland Security, the Chief Executive Officer of the Corporation for National and Community Services, the Commissioner of the Social Security Administration, the Chair of the Equal Employment Opportunity Commission, and the Chair of the National Council on Disability.
How frequent & relevant are cmte mtgs?*PCPID (full committee) traditionally meets two times a year. These meetings are held either in fully virtual or hybrid format (in person and virtual). Each meeting serves as a step in the formation of the PCPID Report to the President.
Why advice can't be obtained elsewhere?*PCPID is the only governmental committee dedicated solely to people with intellectual disabilities. The combination of perspectives on the Committee is an invaluable source for providing sound policy recommendations to the President.
Why close or partially close meetings? All PCPID Meetings are open to the public.
Recommendation RemarksRECOMMENDATION FROM 2024 PCPID REPORT TO THE PRESIDENT. The 2024 PCPID Report to the President titled Advancing Independence and Community Integration for All: Supporting Individuals with Intellectual Disabilities Through Home and Community Based Services. The report was broken out into four focus areas that included recommendations. A high level overview of the recommendations is the following:

Direct Support Professionals Recommendations: Develop career pathways, improve wages, and provide better training and support for DSPs.

Employment Recommendations: Increase funding for job support programs, promote competitive integrated employment, and encourage entrepreneurship among people with I/DD.

Community Living Recommendations: Expand housing options, improve safety protocols, and increase access to assistive technology and transportation services.

Federal Support Programs Recommendations: Increase asset limits for Supplemental Security Income, eliminate waiting periods for Medicare, and improve the flexibility of Medicaid benefits across states.

***September 26th and 27th PCPID meeting minutes (two documents) have been uploaded as files due to steps still being made to verify the minutes are 508 compliant before posting on the ACL website. We were not able to share a website link at this time, but will be posted on website over the next few weeks.
