How does cmte accomplish its purpose?*	The EM SSAB provides the Assistant Secretary for Environmental Management (EM), the appropriate DOE Field Managers or Assistant Managers for EM activities, and any other DOE official the Assistant Secretary designates, with recommendations concerning issues affecting the EM program at various sites. At the request of the Assistant Secretary or the Field Managers, the Board may provide advice and recommendations concerning the following EM site-specific issues: clean-up activities and environmental restoration; waste and nuclear materials management and disposition; excess facilities; future land use and long-term stewardship. The Board may also be asked to provide advice and recommendations on any other EM project or issue. Recommendations will be targeted toward actions within EM’s mission.
How is membership balanced?*	Board membership reflects the full perspective of views in affected communities and regions and is composed of people who are directly affected by site cleanup activities. Members include interested stakeholders from local governments, Indian Tribes, environmental and civic groups, labor organizations, universities, waste management and environmental restoration firms, and other interested parties. Selection and appointment of Board members is accomplished using procedures designed to ensure a variety of viewpoints creating a balanced board.
How frequent & relevant are cmte mtgs?*	Local board meeting schedules vary by site. Depending on the level of current clean-up activity, DOE site management may convene the full local boards on a monthly basis, or less frequently. Additionally, members representing each local board attend semi-annual EM SSAB Chairs meetings to discuss complex-wide EM issues.
Why advice can't be obtained elsewhere?*	The EM SSAB provides a mechanism to facilitate public participation in clean up activities that are required by Federal regulations and satisfies agreements with State regulators as outlined in Federal Facility Agreements, Consent Orders, and Settlement Agreements. The Board provides recommendations on such issues as land use, site-specific cleanup criteria and risk assessment, priority setting, management effectiveness, cost vs. benefit analyses, and strategies for site waste management and disposal facilities. Involvement of affected parties early in the decision making process is crucial to making economically feasible, environmentally sound, publicly acceptable decisions that can be implemented.
Why close or partially close meetings?	Board meetings are open and announced in advance in the Federal Register. These open meetings ensure requirements at the Federal and State levels related to public participation are met.
