How does cmte accomplish its purpose?*The EAC conducts the following activities (A-G): (A) Advise DOE on current and future electric grid resilience, security, reliability, sector interdependence, and policy issues of concern; (B) Periodically review and make recommendations on DOE electric grid-related programs and initiatives, including electricity-related R&D programs and modeling efforts; (C) Identify emerging issues related to production, delivery, end-use, reliability, security, resilience, modeling and electric utility regulation, and make recommendations, if appropriate, concerning DOE policy and initiatives; (D) Make recommendations on how DOE can address the growing interdependence of and risk to critical and defense critical electric infrastructure and other critical sectors such as defense, communications, and transportation; (E) Advise on coordination between DOE, state, tribal, territorial, and regional officials and the private sector on matters affecting production, delivery, end-use, reliability, resilience, security, and electric utility regulation; (F) Advise on coordination between Federal, State, tribal, territorial, and regional officials and the private sector in the event of supply disruption or other emergencies related to electricity transmission, generation, and distribution; and (G) Make recommendations to the Department on how to best implement programs or policies directly affecting all components of the electric grid and its operations, as appropriate. The Committee, with DOE approval, has established three Subcommittees: The Subcommittees are: 1) Smart Grid Subcommittee, 2) Energy Storage Technologies Subcommittee, and 3) Grid Resilience for National Security Subcommittee. The Smart Grid and Energy Storage Technologies Subcommittees were formed in response to the Energy Independence and Security Act of 2007 and seek to accomplish the statutory requirements therein. The Subcommittees produce reports, memos to the Department, opinion letters, white papers and other materials to submit to the full Committee that, upon approval, are then be submitted to the Department of Energy (DOE).
How is membership balanced?*Under its charter, the EAC has a maximum of 40 members, including the chair. Members shall be experts in their respective fields and appointed as special Government employees (SGEs), or representatives of entities including, but not limited to, state governments, regional planning entities, electric utilities, equipment manufacturers, construction and architectural companies, environmental, energy and consumer groups, academia and other electricity-related organizations, should the EAC's task require such representation.
How frequent & relevant are cmte mtgs?*In FY 2024, the EAC met three times: (1) October 17-18, 2023; (2) February 13-14, 2024; and (3) June 5-6, 2024.

The purpose of the October 17-18, 2023, meeting was to: (a) Receive updates from the Office of Electricity; (b) receive presentation from the Federal Energy Regulatory Commission; (c) receive presentations and updates on DOE’s energy storage and reliability activities, and the Office of Cybersecurity, Energy Security, and Emergency Response activities; (c) deliberate and hold a vote on the EAC recommendations to DOE, entitled “Urgent Needs to Reliably Facilitate the Energy Transition”; (d) receive updates from the three EAC subcommittees.

The purpose of the February 13-14, 2024, meeting was to: (a) Receive updates from the Office of Electricity; (b) receive presentation on risk-informed decision making; (c) receive presentation from the North American Electric Reliability Corporation’s Winter Reliability Assessment; (d) hear a panel discussion on the interrelationship between gas and electric; (e) receive an update on the Grid Storage Launchpad; (f) hear a panel discussion on Transmission Infrastructure Improvement Options; (g) receive a presentation on DOE’s Energy Justice and Equity initiatives; (h) receive updates on DOE’s Smart Grid Systems report and Transport Electrification initiatives; and (i) receive updates from the three EAC subcommittees.

The purpose of the June 5-6, 2024, meeting was to: (a) Receive updates from the Office of Electricity; (b) receive a presentation on the electric sector data; (c) receive a presentation on the National Renewable Energy Laboratory’ monitoring of and findings from the 2024 solar eclipse; (d) receive a presentation on the Institute of Electric and Electrical Engineers standards; (e) deliberate and hold a vote on the EAC recommendations to DOE, entitled “Natural Gas and Electric Critical Infrastructure Coordination”; (f) receive a presentations on Secure Communications and Energy Storage; (g) receive a presentation on DOE’s Clean Energy Workforce Development Efforts; (h) and receive updates from the three EAC subcommittees.
Why advice can't be obtained elsewhere?*The Electricity Advisory Committee (EAC) was established to assist the Office of Electricity (OE) in implementing provisions of the Energy Policy Act of 2005 and the Energy Independence and Security Act of 2007 that require DOE to take advisory committee input, helping DOE facilitate modernization of the Nation’s electricity delivery infrastructure and provides advice to the Assistant Secretary for Electricity on subjects requiring specific technical expertise that does not exist within the Department or elsewhere.
