How does cmte accomplish its purpose?*The ACNS provides independent advice and recommendations to the DOE Under Secretary for Nuclear Security/NNSA Administrator on the stewardship and modernization of the Nation's nuclear stockpile and enterprise; nuclear nonproliferation and arms control; and counterterrorism and counterproliferation. Such issues include, but are not limited to; assessment of the U.S. nuclear weapons stockpile; the science, technology and engineering infrastructure needed to maintain the U.S. stockpile and the overall U.S. nuclear deterrent; the U.S. nuclear weapons manufacturing and production complex facilities and related technologies; and how to integrate and leverage the science, products, and infrastructure of NNSA to address the complementary missions of nuclear deterrence, arms control, and nonproliferation.
How is membership balanced?*ACNS’s membership consists of not more than 15 members, comprised of recognized scientific and technical experts from scientific and academic communities and the national laboratories. Specific expertise relevant to the mission/function of the Committee includes: high energy density physics (HED), materials science, nuclear physics, advanced computing and simulation, nuclear weapon design, engineering development, industrial production, program management, nonproliferation, national security policy, and other related fields. Membership balance is not static given the broad nature of ACNS’s mission.
How frequent & relevant are cmte mtgs?*The ACNS will meet periodically, approximately two to four times a year.
Why advice can't be obtained elsewhere?*Nuclear security is a unique mission to NNSA. Members must hold a DOE "Q" security clearance. ACNS provides advice to the NNSA Administrator on how to effectively implement the enterprise's mission based on its foundation in national security strategy. The Committee will also work to analyze management issues including facility operations and fiscal matters, along with identifying potential applications of capabilities to broader national security challenges. ACNS members draw on scientific and technical expertise to identify barriers to the effective execution of the NNSA Administrator’s program objectives. ACNS also provides strategic management advice on where and how to focus the Program’s resources to achieve maximum impact across the mission space.
Why close or partially close meetings?The purpose of closing the ACNS meetings to hold discussions on topics identified above, is consistent with 5 U.S.C. § 552b(c)(1) and (3). These provisions provide that such meetings may be closed when the disclosure of information under criteria established by Executive Order are to be kept secret in the interests of national defense or foreign policy, and when information is specifically exempted from disclosure by statute. The information to be discussed at the meeting falls within the classification categories set forth in Executive Order 13526, Classified National Security Information (Dec. 29, 2009) and the Atomic Energy Act of 1954, 42 U.S.C. § 2161 and 2162, as amended.
