How does cmte accomplish its purpose?*The purpose of the Glen Canyon Dam Adaptive Management Work Group (AMWG) is to establish and implement long-term monitoring programs and activities that will ensure that Glen Canyon Dam is operated in a manner consistent with that of section 1802 of the Grand Canyon Protection Act. The AMWG accomplishes its work by taking action on recommendations from its technical subcommittee, reviewing scientific results provided by the Grand Canyon Monitoring and Research Center, and evaluating assessments conducted by the science advisors (under contract to the Bureau of Reclamation). In addition, stakeholders and other entities involved in conducting research provide documents and make presentations to the AMWG. With these levels of review and involvement, the AMWG is able to provide well informed recommendations to the Secretary of the Interior. The AMWG responds accordingly to challenges being faced in operating Glen Canyon Dam by making recommendations to the Secretary of the Interior through the Secretary's Designee, the Assistant Secretary for Water and Science.
How is membership balanced?*The Glen Canyon Dam Environmental Impact Statement (EIS) prepared in March 1995 identified the AMWG membership as: (1) representation from each of the cooperating agencies associated with the EIS, (2) representatives from each of the Colorado River Basin States, and (3) two representatives each from environmental groups, recreation interests, and contractors from Federal power from Glen Canyon Dam. This configuration of Federal, State, Tribal, and community representation has served the adaptive management program well since it was chartered in 1997. While the membership remains static because of the above designations, there are sufficient changes in personnel to maintain the integrity of the group and be actively engaged in all subject matters. Many of the members, particularly those in the basin states, participate in other groups and bring added knowledge and experience to the AMWG. When there are vacancies on the committee, the AMWG publishes a call for nominations notice in the Federal Register to alert those who might be interested in serving on the committee.
How frequent & relevant are cmte mtgs?*The AMWG holds two in-person meetings and one virtual meeting during the fiscal year. The meetings are relevant in keeping the Secretary of the Interior and the general public informed on significant areas of concern related to Glen Canyon Dam operations. For example, when the August meetings are held in or near Flagstaff, Arizona, local business owners, river guides, and interested persons, etc., attend and participate as a means of conveying their interest and insight to work being done in the Grand Canyon. Meetings or conference calls are noticed in the Federal Register and are scheduled at venues to ensure maximum member and public participation.
Why advice can't be obtained elsewhere?*This committee fulfills Sections 1804 and 1805 of the Grand Canyon Protection Act. The Grand Canyon Protection Act requires the Secretary of the Interior to consult with certain stakeholders on the operation of the Glen Canyon Dam; that consultation has occurred through the establishment and continuing advisory role of the AWMG Federal advisory committee. Consultation through the AMWG began with the 1996 Record of Decision for the Operation of Glen Canyon Dam Final Environmental Impact Statement and continued through the 2016 Record of Decision for the Glen Canyon Dam Long-Term Experimental and Management Plan Environmental Impact Statement (LTEMP EIS). This committee creates a forum for the open exchange of ideas from a diversity of stakeholders who are committed to improving the Colorado River resources in Glen and Grand Canyons. Each member actively participates and has a vested interest in the operation of Glen Canyon Dam. The committee provides a forum for members to resolve their differences in a cohesive setting. Compromises are often needed in order to benefit the whole program. The AMWG often addresses complex issues through collaboration, which typically improves overall solutions and reduces the potential for future conflict.

Outcome CommentThe AMWG utilizes the best available science and legal authorities in making critical recommendations for protecting and improving the resources in the Grand Canyon. Efforts are made to keep the public informed of decisions being made by the Department of the Interior that may affect them. Local anglers and supporting businesses in the Page, Arizona, area have expressed concern when high-flow experiments are conducted as they can have economic impacts on local fishing activities. Other groups, including recreational rafters and supporting businesses, have expressed support for the high-flow experiments as they rebuild beaches in the Grand Canyon. The AMWG is recommending to the Secretary of the Interior, the Triennial Budget and Work Plan (TWP) Fiscal Years (FY) 2025-2027, that was provided to the AMWG on August 21, 2024. The AMWG acknowledges the cuts that have occurred and programs that remain unfunded and recognizes that the proposed budget exceeds the anticipated funds for FY 2025-2027 by less than one percent. The AMWG provides the following additional guidance for the Secretary’s consideration:
A. Given the potential for multiple experimental flows to occur within any given year and that several proposed projects in the FY 2025-2027 TWP are seeking funding from the Experimental Management Fund (Reclamation 4.C), possibly exceeding its current limit, the AMWG recommends the Experimental Management Funds prioritize research and monitoring to further understand the impact LTEMP and LTEMP SEIS flow experiments have on smallmouth bass establishment below Glen Canyon Dam.
B. Four of the five Tribes’ (the Hopi Tribe, Hualapai Tribe, Navajo Nation, and the Southern Paiute Consortium) AMWG members have prioritized by a vote the following unfunded projects in the proposed TWP. These projects may be proposed in the enumerated order when funding is available through the Reclamation budget or non-GCDAMP funds:
1. D.4 - Pilot study to evaluate potential to extract cultural and ecological information from Colorado River deposits using eDNA, phytoliths, and pollen.
2. C.1.2 - Can bird habitat quality be reliably assessed by combining plant traits with estimates of plant species composition and cover? Can the data collected by the riparian plant monitoring program be used to assess patterns in riparian-dependent bird communities?
3. D.5 - Monitoring petroglyphs and pictographs with photogrammetry and LiDAR
4. J.3 - Tribal resource research.
5. B.4 - Streamflow, sediment and sandbar modeling
C. With respect to B above, Zuni’s primary concerns—which have been raised in the TWG meetings – are that these are important projects to the Tribes and should be funded. Zuni’s concerns are now being worked through the TWG and AMWG processes. In the spirit of partnership, these concerns are being addressed in TWG, AMWG, and other forums.

Reclamation, along with four other Department of the Interior agencies (Bureau of Indian Affairs, U.S. Fish and Wildlife Service, U.S. Geological Survey, and National Park Service) works collectively under the Department of the Interior's mission to protect and manage the Nation's natural resources and cultural heritage; provides scientific and other information about those resources; and honors its special responsibilities to American Indians, Alaska Natives, and affiliated Island Communities. The AMWG is dedicated to resolving complex issues related to the operation of Glen Canyon Dam, mitigating for damage caused by the dam, and improving conditions for endangered species with the overall goal of doing what is best for all resources in the Grand Canyon. The AMWG is an important means by which Reclamation meets its mission to manage, develop, and protect water and related resources in an environmentally and economically sound manner in the interest of the American public.
