How does cmte accomplish its purpose?*Kalaupapa NHP is a special community containing the 8 remaining patients of the Hansen's disease (leprosy) isolation program. Prior to the use of Kalawao & Kalaupapa as isolation treatment settlements in 1866, the peninsula was inhabited by native Hawaiians who were displaced from their homes when the settlements began. The patient community is the main group of people with whom the Park consults on park operations and management. The Commission, the majority of which includes former patients as well as native Hawaiian representatives, helps the park manage the community with cultural sensitivity and on management and operations of the park. In particular, the park is developing a 20-year general management plan and the Commission is advising on the draft alternatives, future plans for the park and, in particular, the present visitor cap restriction and possible changes to the visitor cap in the long-term future. The Commission also advises the park on the Memorial Project (to memorialize the names of those sent to Kalaupapa as patients, many of whom lie in unmarked graves).
How is membership balanced?*The park's authorizing legislation and the Commission's charter require a minimum number of former patients and a minimum number of Native Hawaiians. The Commission shall consist of no more than eleven members, seven members who shall be present or former patients elected by the patient community, and four members appointed from recommendations submitted by the Governor of Hawaii, at least one of whom shall be Native Hawaiian.
How frequent & relevant are cmte mtgs?*Meetings are generally scheduled twice a year.
Why advice can't be obtained elsewhere?*The Commission is necessary to ensure that sensitive issues regarding the former Hansen's disease patients and native Hawaiian rights are considered by park management. Kalaupapa National Historical Park is dedicated to protecting the rights of Hansen's Disease (Leprosy) patients. The Secretary of the Interior is to consult with and seek the advice of the Commission with respect to the development and operation of the park, including training programs. The Commission additionally advises the Secretary concerning public visitation to the park, and such advice with respect to numbers of visitors is to be binding upon the Secretary, if the Commission certifies to the Secretary that such advice is based on a referendum, held under the auspices of the Commission, of all patients on the official Kalaupapa registry.

(1) Re #6 (EXPECTED CHARTER RENEWAL DATE) -- The FACA Section 14 (b) biennial rechartering requirement has been waived for this Commission by P.L. 102-525, October 26, 1992.
(2) Re #17 (MEETINGS) -- In accordance with the Committee Charter and P.L 102-525, Members may continue to serve after the expiration of their terms until successors are appointed.

P.L. 109-54, August 2, 2005, extended the authority of the commission for another 20 years. The Commission will legislatively sunset on December 22, 2025.
