How does cmte accomplish its purpose?*The NCC was chartered to provide the Secretary of Energy with advice and recommendations on general policy matters relating to coal. In its previous iteration, the National Coal Council, prepared ~40 studies on a variety of important aspects of the coal industry. These studies were widely circulated and noted by the press, legislators, and academicians. They were used extensively by the Department in making energy policy and enabled the Government to anticipate energy problems and needs.
How is membership balanced?*Council members will be chosen to assure well-balanced representation from all sections of the country and all segments of the coal industry, including large and small companies. The NCC previously had members who represent interests outside the coal industry, including environmental, labor, research, academia, tribal governments, and state regulatory commissions.
How frequent & relevant are cmte mtgs?*The NCC meets, on average, twice a year. Study groups meet as necessary. The time, place, and agenda of each Council and study group meeting will be determined by its respective chairman (members, including the chairman, are still to be named), with the concurrence of the Department. The experience that resides in the NCC provides a perspective on the coal industry which is otherwise unavailable.
Why advice can't be obtained elsewhere?*There is no other source that possesses the collective breadth, depth, and diversity of knowledge of coal and related industries that the NCC can provide.

Agency Feedback Comment*The public can obtain information on Agency feedback on the NCC website.Narrative Description*The National Coal Council provides advice and recommendations to the Secretary of Energy on general policy matters relating to coal and the coal industry. The Committee activities included: (1) Advising on federal policy that affects, directly or indirectly, the production and use of coal; (2) Advising on plans, priorities and strategies to address more effectively the technological, regulatory and social impact of issues relating to coal production and use; (3) Advising on the appropriate balance between various elements of Federal coal-related programs; (4) Advising on scientific and engineering aspects of coal technologies, including coal and coal waste conversion, utilization, environmental control, and remediation concepts; and (5) Advising on economic and environmental impacts, and potential mitigation measures, in communities impacted by coal mines, coal-fired electricity generation, and coal-fired industrial plants. The Committee was terminated in February 2024. The Committee had no meetings and no members in FY 2024. It was re-chartered on June 16, 2025.
