How does cmte accomplish its purpose?*This Council is composed of both scientific and public members who provide the second level of peer review; advice on policy development, program implementation and evaluation; and research needs and opportunities of the Center. During this reporting period, the Institute received 469 applications requesting $217,771,737 in support. These applications were reviewed by initial review groups and were then considered by the Council prior to potential funding. The decision to form a Council Working Group on Spiritual Health was made following discussion at the January 2024 meeting. The working group presented the first time to council at its May 2024 Advisory Council meeting.
How is membership balanced?*The Council consists of 18 members appointed by the Secretary and at least 5 nonvoting ex officio members. Of the appointed members, 12 are selected from among the leading representatives of the health and scientific disciplines relevant to the activities of the Center, particularly representatives of the health and scientific disciplines in the area of complementary and integrative health. Nine of the twelve scientific members include practitioners licensed in one or more of the major systems with which the Center is involved. Six public members include leaders in the fields of public policy, law, health policy, economics, and management. Three of the six public members represent the interests of individual consumers of complementary and integrative health.
How frequent & relevant are cmte mtgs?*The Council met three times in FY 2025 on the following dates: 04/08/25, 07/01/25 and 09/19/25 and held multiple working group meetings. The Council provides advice on a continuing basis on matters relating to the conduct and support of research training, health information dissemination, and other programs with respect to complementary and integrative health.
Why advice can't be obtained elsewhere?*The members of the Council have a vast reservoir of experience, expertise, and abilities covering the broad spectrum of complementary and integrative health and provide the second level of review for research grant applications; advice on policy development, program implementation and evaluation, and research needs and opportunities for the Center. The quality, scope, and balance of advice from this Council cannot be obtained from NIH staff or other established sources because the membership of the Council is constituted to meet the specific requirements of the mandated mission of the Council and of the Center.
Why close or partially close meetings?The meetings of the Council were partially closed to the public for the review of grant applications and/or contract proposals. Sections 552b(c)(4) and 552b(c)(6), Title 5 U.S.C., as amended, permit the closing of meetings where discussion could reveal confidential trade secrets or commercial property such as patentable material and personal information, the disclosure of which would constitute a clearly unwarranted invasion of personal privacy.

Ex Officio Members:
Dr. Monica M. Bertagnolli was appointed as the Director, NIH (11/09/23 to 01/20/25).
Dr. Lawrence Tabak’s Ex Officio position ended on 11/08/23 when the new NIH Director was appointed 11/09/23.
Dr. Helene M. Langevin, Director NCCIH, has re-appointed to the Chairperson position (08/01/24 to 07/31/26). As such, her term of service end date is different than what we reported on the FY23 ACR.
Dr. Benjamin Kligler's term is now 10/09/2029.

Committee Members:
Administrative Extension: There are three (3) members who have administrative extension terms from 8/1/2024 to 1/28/2025: Drs. Coghill, Haney, and Jean-Louis. As such, their term of service end dates are different than what we reported on the FY23 ACR.

Rotated Off: A total of five (5) members rotated off : Four (4) members Drs. Braver, Delitto, Mehling, and Shinto whose term end dates were originally on 7/31/23 and now they were on 1/28/24.
One (1) member Dr. Karen Sherman's term ended on 07/31/24.

Research grant applications submitted to NIH must go through a two-step review process that includes the initial peer review for scientific and technical merit and a second step of review and approval by a National Advisory Council that includes program relevance. In addition, prior to an award or funding being made, NIH staff must conduct an administrative review for a number of other considerations. These include alignment with NIH’s funding principles, review of the project budget, assessment of the applicant’s management systems, determination of applicant eligibility, and compliance with public policy requirements. After all these steps have been completed, NIH officials make funding decisions on individual grant applications.

The public can view information related to the Council through the council’s official website.Narrative Description*NIH's mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability. NIH works toward that mission by: conducting research in its own laboratories; supporting the research of non-Federal scientists in universities, medical schools, hospitals, and research institutions throughout the country and abroad; helping in the training of research investigators; and fostering communication of medical and health sciences information. Section 492 of the Public Health Service Act states that “The Secretary shall by regulation require appropriate technical and scientific peer review of applications. The National Advisory Council for Complementary and Integrative Health provides second level peer review, makes recommendations for support of grants, contract proposals, and cooperative agreements; advises on policy development, program implementation and evaluation; and research needs of the National Center for Complementary and Integrative Health.
