How does cmte accomplish its purpose?*	The Committee normally provides the U.S. Government views from maritime industry and private citizens on a wide range of technical issues connected with shipping security, safety and environmental regulations. The Committee regularly considers numerous significant International Maritime Organization (IMO) initiatives relating to maritime security, safety, and environmental regulation.
How is membership balanced?*	The members of the Committee represent a cross section of interests and balance of views from the shipping industry, environmental groups and U.S. Government agencies. The Committee membership was updated in FY24 to maintain the balance. Private citizens, whether or not they are members, are invited to attend and speak at meetings.
How frequent & relevant are cmte mtgs?*	During fiscal year 2024, the Committee met virtually and/or in a hybrid format three times. All meetings were open to the public via virtual teleconference. The structure of the Committee reflects matters under consideration at the IMO and in other organizations in which matters relating to U.S. shipping policies are addressed. Each meeting considers specific agenda items of forthcoming IMO meetings (specifically IMO Maritime Safety Committee and IMO Marine Environment Protection Committee Meetings), other meetings or events in which U.S. shipping polices may be addressed and/or reviews the results of such meetings.
Why advice can't be obtained elsewhere?*	Continuation of the Committee is justified as the most cost effective method available to the Department of State, the Department of Homeland Security (including the U.S. Coast Guard), the Environmental Protection Agency, the National Oceanic and Atmospheric Administration, the Department of Defense, the Department of Transportation and other interested agencies to obtain input from the private sector. If the Committee were discontinued, ad hoc consultations with key officials in the sector would reduce the opportunity for small businesses, labor groups and environmentalists to make known their views.
Why close or partially close meetings?	N/A. There were no closed meetings of the Committee in FY24.
