How does cmte accomplish its purpose?*The Committee advises Grand Staircase-Escalante National Monument (Monument) managers on science and management issues and the achievement of the objectives set forth in the Monument Management Plan published in November 1999 and effective in February 2000. Monument managers evaluate all Committee recommendations and are responsible for making final decisions. The Committee develops recommendations for the Monument on issues pertaining to science and other management issues and the achievement of objectives set forth in the Monument Management Plan, through the use of available resources, including their personal knowledge and experience, published and unpublished information from the scientific community, and discussions with Monument staff.
How is membership balanced?*The Committee is comprised of up to 15 voting members, appointed by the Secretary of the Interior, from the following broad spectrum of interests to ensure balanced membership: one elected official from Garfield County, one elected official from Kane County, a representative of State government, a representative of Tribal government, a representative of the educational community, a representative of the conservation community, a representative of developed recreation, a representative of livestock grazing, a representative of local businesses, a representative of the paleontological community, a representative of the archaeological community, a representative of the geological community, a representative of the biological community (entomology, botany or wildlife), a representative of the social science community, and a representative of the systems ecology community. Members are qualified through education, training, knowledge, or experience to give informed and objective advice regarding planning, cultural resource protection and management, natural resource management, or economic development.
How frequent & relevant are cmte mtgs?*The MAC will meet two to four times annually, and at such other times as designated by the Designated Federal Officer.
Why advice can't be obtained elsewhere?*The Grand Staircase-Escalante National Monument Approved Management Plan and Record of Decision, published November 1999 and effective February 2000, in accordance with the Monument proclamation, requires the establishment of a FACA-chartered advisory committee to advise Monument managers on science issues and the achievement of Management Plan objectives. This Committee serves solely in an advisory capacity, making recommendations to Monument management, who are responsible for making all final decisions. There needs to be long-term planning for the future management of this National Monument. This cannot be achieved through a public meeting or a series of public meetings. There must be a continuity of individuals, working together as advisors, to ensure a collective effort and appropriate level of citizen-based advice regarding management objectives and plans for the Monument.

Cost Savings CommentAn in-depth analysis has not been done to determine cost savings associated with the Grand Staircase-Escalante National Monument Advisory Committee. However, the contributions of the MAC are of great benefit to the BLM. Socially and politically this committee is an information-sharing and problem-solving body. We feel that incorporation of formal committee recommendations may help avoid some (not all) litigation, in which case the cost savings could be immeasurable. Agency Feedback Comment*The BLM provides feedback via email, and face-to-face meetings with the members and interested public. Meeting minutes are also posted on the MAC website.Narrative Description*This Committee was established to advise Monument managers on science issues and the achievement of Management Plan objectives. The Committee does this through participation in the adaptive management program. The Committee reviews evaluation reports produced by the Management Science Team (comprised of the Assistant Monument Managers for Biological Sciences, Cultural and Earth Sciences, and Visitor Services) and make recommendations on protocols and projects to meet overall objectives. The Committee reviews appropriate research proposals and makes recommendations on project necessity and validity, and makes recommendations regarding the allocation of research funds through review of research and project proposals as well as needs identified through the evaluation process, i.e., vegetation restoration projects.
