How does cmte accomplish its purpose?*The THLPSSC is a statutorily mandated advisory committee that advises PHMSA on proposed standards for hazardous liquid pipelines and facilities. The committee reviews each proposal to determine the technical feasibility, cost effectiveness, reasonableness, and practicability of each proposal. The committee also reviews matters relating to risk assessment. The members provide valuable technical knowledge and practical experience to supplement staff resources at relatively low cost. Since it is composed of government, industry, and public members, the committee serves as a unique forum for give and take, facilitating discussion of complex and often controversial issues. The balance of views on the Committee aids the Office of Pipeline Safety in evaluating conflicting demands placed on us by NTSB, GAO, Congress, and other external stakeholders.
How is membership balanced?*The membership of the Committee represents a unique mix of government, industry and public members. This balance of views reflects varying interests in pipeline safety. The Committee provides a valuable, independent base of technical knowledge and practical experience.
How frequent & relevant are cmte mtgs?*The Committee meets up to 4 times per year.
Why advice can't be obtained elsewhere?*The Committee brings together experts with technical knowledge and practical experience who represent all constituent groups (government, industry, public) having an interest in pipeline safety. Frank and open discussion of proposed hazardous liquid pipeline safety standards by these experts is both economical and productive. The result is a stronger pipeline safety program. No other readily available source of similar expertise exists within government or industry.

Agency Feedback Comment*In general, we provide feedback during the advisory committee meeting (as captured in the transcript) and in the final rule that is issued after the advisory committee meeting. The final rule is published in the federal register. The transcript and final rule are placed in the public docket.Narrative Description*The committee considers each proposed pipeline safety rule to assure technical feasibility, reasonableness, cost-effectiveness and practicability of proposed standards. The members also review and evaluate each associated cost-benefit analysis and risk assessment. Meetings only occur when there is a liquid pipeline rule making that need to be reviewed. The advisory committee met one time in FY2025.

The committee met virtually and, therefore, there were no travel cost for Federal staff or the public and government LPAC members. Also, there was no cost for conference rooms. However, there was $1,374.45 cost for transcript service. GPAC was 1/2 the cost.
