How does cmte accomplish its purpose?*The Council provides information, advice, and recommendations to the Secretary, through the Administrator of NHTSA, and to the Federal Interagency Committee on EMS (FICEMS) on all aspects of the development and implementation of emergency medical services. Throughout FY24, the Council had 6 very active sub-committees that met virtually on a monthly basis. The Council has approved several well-developed advisories with recommendations for FICEMS and DOT (via NHTSA). Both NHTSA and FICEMS member agencies have incorporated them into ongoing project activities and project planning for the future.
How is membership balanced?*The committee comprises 25 members, each representing a particular emergency medical services community sector. The NEMSAC selection panel selects nominees according to a membership balancing plan that ensures its broad-based membership has sufficient EMS system expertise yet the geographic and demographic diversity to reflect the whole EMS community accurately. Nominees are selected based on application materials submitted and in a manner that ensures equal opportunity for all people and avoided discrimination based on race, color, religion, sex, gender identity, sexual orientation, national origin, disability, or age. Nomination selection is undertaken in a manner that encourages participation by members of underrepresented and underserved communities in accordance with Presidential Executive Order 13985.
How frequent & relevant are cmte mtgs?*The Council met four times in FY24. The Council has made several significant recommendations to DOT via NHTSA and to FICEMS.
Why advice can't be obtained elsewhere?*Prior to the establishment of NEMSAC, there was no such forum for EMS community/stakeholder input on the work of NHTSA or other Federal agencies on EMS matters. This is a critical public safety/healthcare service and it is very valuable to have thoughtful input from selected EMS representatives to ensure that NHTSA programs and activities are as beneficial as possible. The NEMSAC has provided invaluable advice to NHTSA and the Federal Interagency Committee on EMS.

Outcome CommentProjects at NHTSA directly impact the quality of care provided by EMS clinicians across the country. NEMSAC has provided invaluable guidance that has improved how NHTSA Office of EMS programs and projects are implemented, thereby improving program and project outcomes. NEMSAC services as the mechanism by which the federal government attains feedback and comment from the public and the national EMS community. NEMSAC has increased external customer satisfaction and has improved the ability of DOT, NHTSA, and FICEMS to address SLTT issues and concerns and support the delivery of the EMS community nationwide.Number Of Grants Recommended0

% of Recs Fully Implemented CommentMany of the recommendations from NEMSAC have been fully or partially implemented by NHTSA and FICEMS member agencies. Others require statutory changes outside the scope of NHTSA and FICEMS. More recent recommendations have been provided in sets and while NHTSA has begun work on several aspects of the recommendation, full implementation remains a challenge. Often NHTSA is able to accomplish most of the spirit of the recommendation without fully implementing it verbatim. Recommendations are sometimes broad and require long-term policy discussions with Federal partners and external stakeholder groups. Other recommendations are specific but frequently cost prohibitive. However, NHTSA uses the recommendations to inform its strategic planning and budget planning processes. Obtaining funding and approval for these projects frequently take considerable time. Lists of recommendations are distributed to Federal partners and projects are often jointly funded by several offices across the U.S. Government. FICEMS used NEMSAC recommendations to formulate its FICEMS Strategic Plan, a high-level planning document to coordinate the EMS activities of federal agencies. NEMSAC provides a very tangible return on investment for the Department in regards to its guidance, but also provides an intangible impact on the national EMS community and raises the stature of this life-saving profession in the broader health system.Access GSA FACA WebsiteYes

Agency Feedback Comment*The NHTSA Office of EMS does provide feedback to NEMSAC relative to their recommendations. At each NEMSAC Meeting, the DFO addresses what action has been taken on specific recommendations. The NEMSAC understands the time it takes develop new projects, especially involving procurements, based on the lead time needed for various budget cycles.The NEMSAC Chair is also invited to present recommendations directly to FICEMS at their biannual meetings and receive feedback from FICEMS members in person.Narrative Description*The NEMSAC was chartered by the Secretary of Transportation in FY 2007 and members were first appointed in early 2008. NEMSAC became a statutory FACA Committee in 2013 pursuant to the Moving Ahead for Progress in the 21st Century Act of 2012. The NEMSAC is comprised of representatives of the many sectors of EMS and they provide advice and recommendations to DOT and FICEMS carrying out its work on improving Emergency Medical Services (EMS) and post-crash care. NEMSAC has produced multiple recommendations and several comprehensive reports on issues related to a Culture of Safety in EMS (both provider and patient safety), the role of EMS in Healthcare Reform, need for guidelines regarding Mode of Transport, including issues related to helicopter EMS transport, emergency vehicle operator training, and several recommendations regarding appropriate reimbursement of EMS. NHTSA has implemented several projects based on recommendations from the NEMSAC including undertaking research to better understand the effects of fatigue on EMS providers and steps to better measure and report performance and quality in EMS. These recommendations help to prioritize the activities of FICEMS and DOT as they relate to emergency medical services. EMS is a critical component of both the healthcare system and one of the foundations of traffic safety.
