How does cmte accomplish its purpose?*The RAC offers advice to the BLM and serves as a sounding board and input-working group for BLM Wyoming. RAC members are able to provide input to the BLM regarding the viewpoints from their constituencies on local natural resource issues. During meetings, they generate ideas for improving multiple-use management, touching on oil & gas, solids & minerals, water development, wild horses, inspection & enforcement, sage grouse management and other issues.
How is membership balanced?*The Wyoming Resource Advisory Council is composed of 10 members distributed in a balanced fashion based on multiple factors, including geographic disbursement (covering areas with BLM-managed surface lands and sub-surface minerals). Further balance is obtained through the appointments based on the three primary categories. Category I includes those holding Federal grazing permits or leases, and energy and mineral development. Category II includes nationally or regionally recognized environmental organizations, archaeological and historical interests, and nationally or regionally recognized wild horse and burro interest groups. Category III includes state, county, or locally elected office-holders, and represent the public-at-large.
How frequent & relevant are cmte mtgs?*The Wyoming RAC generally meets two to four times a year in various locations throughout the state. The meetings consist of updates of activities related to Wyoming public lands. RAC members stay up to date on BLM programs and issues and offer pertinent and timely advice.
Why advice can't be obtained elsewhere?*Wyoming is characterized by wide-open spaces and great distances between communities. It is difficult to meet with a cross-section of interests on a particular issue without bringing them together in a common place. The RAC meets this need and allows the BLM to hear from a variety of interests without excessive time and expense. The RAC meetings have members of the public in attendance.
Why close or partially close meetings?All meetings are open to the public. Notices of the meetings are published in the Federal Register, posted on the BLM Wyoming website, and distributed to local newspapers.

Outcome CommentThe RAC provides an interface between various land use groups and interests and is an effective liaison between the agency and the multiple use-oriented public. They help enhance trust and the public's feelings of involvement where public land is concerned. The RAC also represents the public in resource management planning, providing input for consideration on management strategies, their applicability and possible outcomes. For example, BLM Wyoming consults the RAC on grazing allotment management plans, including allotment revisions, range improvement and development plans, and updates to grazing guidelines.Number Of Grants Recommended0
