How does cmte accomplish its purpose?*The 2025 Dietary Guidelines Advisory Committee was established to conduct an independent review of current research on nutrition and health to be considered by HHS and USDA in the development of the 2025-2030 Dietary Guidelines for Americans, which form the basis for Federal nutrition programs, standards, and education for the general public. The Committee was charged with reviewing the evidence on specific topics and scientific questions related to nutrition and health across the lifespan identified by the Departments. The Committee used three rigorous, protocol-driven approaches to examine the evidence: data analysis, food pattern modeling, and systematic reviews.

Systematic reviews: Gold-standard evidence synthesis projects that answer nutrition questions of public health importance using systematic, transparent, rigorous, and protocol-driven methods to search for, evaluate, synthesize, and grade the strength of the eligible body of evidence.

Food pattern modeling: A methodology used to illustrate how changes to the amounts or types of foods and beverages in a dietary pattern might affect meeting nutrient needs and to develop quantitative dietary patterns that reflect health-promoting patterns identified in systematic reviews and meet energy and nutrient needs.

Data analysis: A collection of analyses that uses national data sets to help us understand the current health and dietary intakes of Americans. These data help make the Dietary Guidelines practical, relevant, and achievable.


Each of these approaches has a unique, complementary role in examining the science. Following its review, the Committee developed a report that outlined its science-based review and recommendations to the Departments with rationale and submitted its report to the Secretaries of HHS and USDA for consideration by the Departments in the development of the Dietary Guidelines for Americans, 2025-2030.
How is membership balanced?*HHS and USDA accepted nominations from the public to serve on the 2025 Dietary Guidelines Advisory Committee. The Departments received nominations from individuals and organizations. To help support the goal of having a balanced and diverse committee, the Departments encouraged self-nominations and conducted outreach to make the public and stakeholders aware of the opportunity to provide nominations. HHS and USDA used the following evaluation criteria in the review of nominations:

Professional Experience: At least ten years of experience as an academic, researcher, practitioner, or other health professional in a field related to one or more of the scientific topic areas to be examined; consideration of leadership experience and participation on previous expert committees or panels.
Educational Background: Advanced degree in nutrition or health-related field, including registered dietitians, nutrition scientists, physicians, and those with public health degrees.
Demonstrated Scientific Expertise: Expertise related to one or more of the scientific topic areas to be examined by the Committee as demonstrated by the number and quality of peer-reviewed publications and presentations. Expertise related to health equity and the scientific approaches used to review the evidence (systematic reviews with or without meta-analysis, food pattern modeling, and data analysis) is also desired.
Balanced and Diverse Membership: A Committee that is reasonably balanced in terms of points of view and expertise, experience, education, and institutional affiliation, with a goal of establishing a diverse membership that is reflective of the racial, ethnic, gender, and geographic diversity within the United States.
How frequent & relevant are cmte mtgs?*The Committee will meet approximately four times to discuss its evidence review and draft conclusions and make plans for future work. All Committee meetings can be viewed by the public virtually (live and recorded); one meeting will include an opportunity for the public to provide oral comments to the Committee.

Why advice can't be obtained elsewhere?*The Committee was established in 2022 to conduct its work over no more than 2 years from the date the charter was filed (December 9, 2022). Per the charter, the Committee was to provide independent, science-based advice and recommendations to help inform USDA and HHS in development of the Dietary Guidelines for Americans, 2025-2030. It was comprised of leading nutrition experts – all nominated by the public – on priority topics for Federal nutrition and food programs that rely on the Congressionally mandated Dietary Guidelines for national nutrition standards and consumer education. Having the review of the science conducted by a Federal advisory committee in a transparent, science-based, and inclusive process allows the public to engage in and view the scientific deliberations and provide ongoing public comments during the review of the science, which is important to HHS and USDA stakeholders, the public, and the integrity of the Dietary Guidelines.

This includes oversight of the Dietary Guidelines Advisory Committee to ensure compliance with the Federal Advisory Committee Act, providing opportunities for public input, and developing the next edition of the Dietary Guidelines.

Developing the Dietary Guidelines involves a step-by-step process of writing, review, and revision supported by a writing team of Federal staff from USDA and HHS. The draft Dietary Guidelines goes through several rounds of review and revisions by peer-reviewers outside of the Federal government and all Agencies with nutrition policies and programs across HHS and USDA, such as NIH, FDA, CDC, ARS, FNS, and FSIS. The final step of this process is Departmental clearance, which ends with the review and signoff of the Dietary Guidelines for Americans by the Secretaries of USDA and HHS.

Once released, the new edition of the Dietary Guidelines replaces the previous edition. The release of the new edition is communicated to nutrition and health professionals within and outside of the Federal government for broad implementation. To learn more, visit our page on this topic.
