How does cmte accomplish its purpose?*The DTAG provides the Department, through studies and in consultations, specific recommendations on issues affecting exports of defense goods and services. These recommendations command the attention of key policymakers on defense trade issues, including Political-Military Affairs Bureau principals and the Under Secretary for Arms Control and International Security Affairs. U.S. defense firms are directly affected by the Department's decisions on trade policies and new innovations and revisions to the licensing procedures. Through DTAG, defense trade specialists provide the Department with their views on how to clarify policies and streamline licensing procedures.
How is membership balanced?*DTAG members are private sector defense trade specialists from U.S. defense companies, trade associations, law firms, policy institutions, and academia.
How frequent & relevant are cmte mtgs?*DTAG meetings are called by the DFO following a request by the Chairman. There will be at least one meeting per fiscal year. DTAG provides insight and recommendations relevant to a variety of defense trade topics including technical data under the ITAR, Export Control Reform, treaty exemptions, common carrier definitions, and controlled unclassified information.
Why advice can't be obtained elsewhere?*DTAG is the only advisory committee which allows the Department to benefit from the advice of private sector defense trade specialists on how better to carry out the Department's statutory obligations under the Arms Export Control Act.
Why close or partially close meetings?Although DTAG plenary meetings have traditionally been open; however, there may be circumstances where the Committee would potentially hold a closed or partially closed meeting when committee members are addressing topics and issues that affect security which directly with the Department. However, the sanitized findings of these potential closed meetings are always discussed and presented during the open plenary meetings, open to the public.
Recommendation RemarksRegarding the annual committee meeting, in FY24 The Defense Trade Advisory Group (DTAG) met in open session from1:00 p.m. until 5:00 p.m. on Thursday, October 12, 2023. This hybrid meeting was held in person at 1777 F Street NW, Washington, DC, with the option to attend virtually via Zoom. The virtual forum will open at 12:15 p.m. The membership of this advisory committee consists of private sector defense trade representatives, appointed by the Assistant Secretary of State for Political-Military Affairs, who advise the Department on policies, regulations, and technical issues affecting defense trade. After the meetings the minutes will be certified and posted on the PM/DDTC website.

These recommendations contribute to improved service delivery of licenses via DECCS, such as publishing FAQs on DECCS, and the development of new products to help industry enhance compliance with AECA and ITAR, like Compliance Program Guidelines and Compliance Risk Matrix for industry and academia. Trust in Government is fostered through regular updates on policy, personnel, regulations, and other related matters from DDTC senior leadership, delivered in a keynote address before DTAG presents their task findings in plenary meetings.

Number Of Recommendations CommentThe purpose of the meeting was to discuss current defense trade issues and topics for further study. The Directorate of Defense Trade Controls (DDTC) asked
the DTAG to complete the following taskings, which will be discussed and presented: (1) to review parts 123, 124, sections of part 125 related to classified
defense articles, and relevant text of DDTC Guidelines for Preparing Agreements and report recommendations on ways to better organize and consolidate ITAR licensing requirements and processes, with specific attention to efforts to standardize structure and language, such that sections describing different
types of re-delivery and delivery activities in support of foreign military sales (FMS), DCS post-delivery support and sustainment of FMS articles,
challenges faced by non-U.S. entities/customers, other inefficiencies and/or redundancies, as well as recommendations for improvement; and
(3) assess and provide recommendations on improvements that could be made to the process and associated guidance for
name/address changes and other administrative changes resulting from companies’ internal business decisions, to improve efficiency and reduce
registration and licensing burdens on industry.

The Defense Trade Advisory Group (DTAG) provides a formal channel for regular consultation and coordination with U.S. private sector defense exporters and defense trade specialists on issues involving U.S. laws, policies, and regulations for munitions exports. The DTAG advises the Department on its support for and regulation of defense trade to help ensure that impediments to legitimate exports are reduced while the foreign policy and national security interests of the United States continue to be protected and advanced.
