How does cmte accomplish its purpose?*The committee typically meets 3-4 times each fiscal year, and in subgroups (e.g., teams) more frequently, to address major issues of concern to the marine transportation sector. For FY24, the committee conducted two in person meetings in March and July of 2024. The committee provides the Secretary of Transportation with position papers on specific marine transportation system (MTS) issues and has also prepared position papers, resolutions and such on other matters as, for example, marine highways, port congestion, intermodal transportation, and educational materials.
How is membership balanced?*The committee has 27 members who have particular expertise, knowledge, and experience in matters relating to the function of the committee. The primary areas of the marine transportation system represented by MTSNAC include (1) industry, such as ship-owners and operators, ports and terminals, shipyards, freight forwarders, beneficial cargo owners, etc.; (2) regional representation across the Nation; (3) relevant policy areas such as supply chain, goods movement, infrastructure financing; and, (4) customers, stakeholders, and providers. Consistent with 46 U.S.C. § 50402, Pursuant to 46 U.S.C. § 50402, MTSNAC membership will include at least one representative from each of the following: the Environmental Protection Agency, the Department of Commerce, the Corps of Engineers, the Coast Guard, the Customs and Border Protection, and State and local governmental entities.
How frequent & relevant are cmte mtgs?*Up to four meetings of the full committee are held each year, and subcommittees may meet more frequently to prepare agenda items for the full committee to consider. The meetings are relevant because they draw from such a broad spectrum of the MTS stakeholders and allow for discussion of broad issues of concern to the MTS.
Why advice can't be obtained elsewhere?*It is the only such government forum that can address all issues that affect the entire maritime sector, and from which the Secretary can receive advice and recommendations. The Committee's primary role is to address matters relating to the U.S. marine transportation system and its seamless integration with other segments of the transportation system, including the viability of the U.S. merchant marine. The MTSNAC undertakes information-gathering activities, develops technical advice, and presents recommendations to the Administrator on the matters identified in the document including the following goals: Goal 1: Strengthen U.S. Maritime Capabilities Essential to National Security and Economic Prosperity; Goal 2: Ensure the Availability of a diverse and inclusive U.S. Maritime Workforce that Will Support the Sealift Resource Needs of the National Security Strategy; Goal 3: Support Enhancement of U.S. Port Infrastructure and Performance; Goal 4: Enable Maritime Industry Innovation in Information, Safety, Environmental Impact and Other Areas
