How does cmte accomplish its purpose?*The RAC serves in an advisory capacity regarding the planning and management of the public lands and resources located within BLM’s Coeur d’Alene District. The RAC also reviews and makes recommendations to the Designated Federal Official for BLM and the U.S. Forest Service for recreation fee proposals as required by the Federal Lands Recreation Enhancement Act of 2004.
How is membership balanced?*The Coeur d'Alene District Resource Advisory Council is composed of 15 members distributed in a balanced fashion among the following groups: Category I includes those holding Federal grazing permits or leases, interests associated with transportation or rights-of-way, developed outdoor recreation, OHV users, or commercial recreation activities, commercial timber industry, or energy and mineral development; Category II includes nationally or regionally recognized environmental organizations, dispersed recreation activities, archaeological and historical interests, or nationally or regionally recognized wild horse and burro interest groups; Category III includes state, county, or locally elected office-holders, employee of a State agency responsible for the management of natural resources, Indian Tribes within or adjacent to the area for which the RAC is organized, are employed as academicians in natural resource management or the natural sciences, or represent the public-at-large.
How frequent & relevant are cmte mtgs?*The RAC generally meets 2 to 3 times annually, but did not meet in FY2020.
Why advice can't be obtained elsewhere?*The RAC represents a wide variety of public land users and others interested in the management of the public lands in the BLM's Coeur d'Alene District. There is no other single group that can provide this representation. The RAC provides the BLM with advice and recommendations on various issues.
Why close or partially close meetings?All meetings are open to the public. Notices of the meetings are published in the Federal Register, posted on the BLM Idaho website, and distributed to local newspapers.
Recommendation RemarksThe Coeur d’Alene District Resource Advisory Council (2056) (RAC) was consolidated with Boise (2055), Idaho Falls (2057) and Twin Falls District RACs(25121) into a single Idaho Resource Advisory Council (84604).
