How does cmte accomplish its purpose?*The Overseas Security Advisory Council (OSAC) held meetings that brought together executive-level security professionals from both the public and private sectors to discuss emerging threats to U.S. interests abroad.
How is membership balanced?*OSAC was a joint venture between the U.S. Government and the U.S. private sector designed to enhance cooperation on overseas security issues of mutual concern. By charter, the OSAC was composed of 34 member organizations from the U.S. public and private sectors. The 34 member organizations included 31 private sector organizations and three public sector organizations. The private sector membership was representative of OSAC’s general constituency to include organizations representing academia, commercial/retail, communications and entertainment, defense, energy and mining, faith-based, financials, food and agriculture, healthcare/pharmaceuticals, information technology, manufacturing, non-governmental, security providers, and transportation. The three U.S. Government public sector entities with overseas responsibilities were the Department of State, Department of Commerce and USAID. As part of OSAC’s annual strategic planning process, broad constituency representation was maintained by periodically reviewing the Council structure, membership rotation, and functions.
How frequent & relevant are cmte mtgs?*In fiscal year 2024, OSAC met in-person in November 2023, to discuss the conflict between Israel and Hamas, and a held virtual session in March 2024. While typically the Council met in-person quarterly, in March of 2024, the U/S for Management approved the dissolution of OSAC, and it was officially on July 7, 2024. See Recommendation Remarks for more information.
Why advice can't be obtained elsewhere?*OSAC provided a unique forum to promote security cooperation between the U.S. Government and the U.S. private sector operating abroad. Advice and recommendations from OSAC have included the creation of a U.S. Government staff, the program office to support the private sector through analytical reports, consultations, events, and management of sector specific working groups. OSAC provided a highly confidential process/forum for the exchange of relevant, credible, and timely information that contributed to the ability of the U.S. private sector to make appropriate business and security decisions regarding their personnel, operations, and assets overseas.
Why close or partially close meetings?OSAC meetings may have discussed proprietary industrial security and organizational information that is not normally shared in an open forum for the fear competing private security consultants, adversaries, commercial competitors, or foreign governments could use the information for profit. It is within this safe information sharing environment that open and sensitive discussions could take place, furthering the goals and objectives of OSAC.
Recommendation RemarksOn March 22, 2024, the Under Secretary for Management approved the termination of the OSAC advisory committee, established under authority of the Secretary of State pursuant to 22 U.S.C. § 2656 and in accordance with the Federal Advisory Committee Act (FACA) and 5 U.S.C § 1001 et seq. The public and private sector's need for timely communication and swift engagement have been constrained by the requirements imposed by FACA and the FACA Final Rule rendering the current OSAC process insufficient to meet the needs of all partners as global security situations develop, new lines of effort are pursued, and new topics of interest arise outside of the narrow scope of FACA constraints. DS and the Under Secretary determined that a public-private partnership (PPP) is the appropriate vehicle for DS to carry out its OSAC mission and allow for greater operational flexibilities.  changing global security landscape.
