How does cmte accomplish its purpose?*The mission of the Communications Equity and Diversity Council (CEDC) was to make recommendations to the Commission on advancing equity in the provision of and access to digital communication services and products for all people of the United States, without discrimination on the basis of race, color, religion, national origin, sex, or disability. In carrying out this mission, the Committee endeavored to investigate and made recommendations to the Commission on a variety of topics such as how to accelerate the deployment of high-speed Internet access, or “broadband,” in all communities by reducing and/or removing regulatory barriers to infrastructure and investment, and by making recommendations on how to strengthen existing broadband networks and develop new ones. The Committee further aimed to provide recommendations to the Commission on how to ensure that disadvantaged communities are not denied the wide range of opportunities made possible by next-generation networks. The Committee also tried to make recommendations to the Commission on how to empower disadvantaged communities and accelerate the entry of small businesses, including those owned by women and minorities, into the media, digital news and information, and audio and video programming industries, including as owners, suppliers, and employees. The Chairman has concluded that the work of the FCC’s Communications Equity and Diversity Council is complete, and that the Advisory Group will therefore terminate pursuant to Section 10 of its Charter.
How is membership balanced?*Members represented a wide variety of entities with interests in media, broadband, digital news and information, and audio and video programming. CEDC members consisted of representatives from many organizations such as private companies, government agencies, trade associations, broadcast stations, cable operators, satellite providers, other multichannel video programming distributors, content companies, online video distributors, broadband companies, venture capital, private equity firms, and academic institutions.

Why advice can't be obtained elsewhere?*This Committee was intended to provide an effective means for stakeholders with interests in the relevant areas to exchange ideas and develop recommendations to the Commission on media ownership and procurement opportunities, empowering communities in order to spur educational, economic, and civic development, and consumer access to digital technologies. The Committee's work was intended to enhance the Commission's ability to carry out its statutory responsibility to promote policies favoring diversity of media voices, localism, vigorous economic competition, technological advancement, and promotion of the public interest, convenience and necessity. The Chairman has concluded that the work of the FCC’s Communications Equity and Diversity Council is complete, and that the Advisory Group will therefore terminate pursuant to Section 10 of its Charter.

Recommendation RemarksThe committee name was changed from the "Advisory Committee on Diversity and Digital Empowerment" (ACDDE) to the "Communications Equity and Diversity Council" (CEDC) with the June 21, 2021 renewal. The Chairman has concluded that the work of the FCC’s Communications Equity and Diversity Council is complete, and that the Advisory Group will therefore terminate pursuant to Section 10 of its Charter. The CEDC met once in FY2025, on December 6, 2024. Pursuant to Executive Order 14148, issued on January 20, 2025, titled “Initial Recissions of Harmful Executive Orders and Actions,” the President has revoked Executive Order 13985 of January 20, 2021 (Advancing Racial Equity and Support for Underserved Communities Through the Federal Government) and Executive Order 14035 of June 25, 2021 (Diversity, Equity, Inclusion, and Accessibility in the Federal Workforce). Pursuant to this, the Communications Equity and Diversity Council was terminated on January 21, 2025.
