How does cmte accomplish its purpose?*The Committee holds all day meetings twice per year. Additional Web conferences may be scheduled as necessary; all meetings are public per FACA. Members are provided materials to review before each meeting and asked to provide their input in writing and/or at the meeting. Public comment is gathered at meetings and through opportunities to provide written comment.
How is membership balanced?*The Energy Independence and Security Act (EISA), Section 494, outlines specific criteria for the membership of this Committee, including naming 11 Federal agencies to be members and identifying several categories of experts to be included. The Office of Federal High-Performance Green Buildings conducts processes whereby it obtains recommendations and advice from experts inside and outside of GSA, and solicits potential new members via Federal Register Notices, in order to identify the most qualified members who simultaneously fulfill the statutory requirements and provide useful and actionable advice on making the Federal buildings portfolio more efficient, healthy and sustainable. The Committee is effectively balanced by profession, sector, geographic region and gender, and GSA is committed to ensuring diversity, equity and inclusion in its membership.

Why advice can't be obtained elsewhere?*This Committee is required by the Energy and Independence Security Act (EISA), Section 494.

Recommendation RemarksIn response to the "Committee Function" entry up above, the Green Building Advisory Committee does not fit any of the drop down choices. This is a committee that is required by the Energy Independence and Security Act of 2007, Section 494.

We also have several open slots on the Committee that are actively being filled at the moment with a notice out for accepting new committee member nominations. We will be filling these remaining slots within the next couple of months.

% of Recs Fully Implemented CommentThe Committee’s recommendations on Embodied Energy and Carbon have been its most influential to date, ushering in new GSA standards on asphalt and concrete, with standards for additional materials being researched, as well as a White House Buy Clean Task Force, and Inflation Reduction Act funding of $2.1 billion for low-embodied carbon materials, in addition to increased action and funding at EPA and FHWA.
In response to the Building & Grid Integration recommendations, GSA initiated a Grid-Integrated Efficient Building (GEB) program, including conducting a cost-benefit study of GEB practices, conducting pilot projects with the Green Proving Ground and Regions, releasing a detailed Blueprint on how to apply these practices to performance contracts, and working with DOE FEMP to expand implementation at other agencies through the Smart Facilities Accelerator.
In response to the Healthy Building recommendations, GSA initiated a business case project with FEMP to identify federal healthy building, metrics, tools and pilots and incorporated the Committee's work on this topic into GSA’s Workplace Scorecard.

% of Recs Partially Implemented CommentThe Committee’s work on federal building decarbonization is influencing the approach to this challenge at PBS, DOE FEMP, BTO and National Labs, and the White House. Many of the Committee’s past and current recommendations are being reviewed by the White House for possible use to help meet federal climate, energy and sustainability goals. Recommendations are being incorporated in relevant GSA high performance building research, guidance and outreach projects, while OFHPGB works with partners elsewhere in GSA and other agencies to pilot or implement ideas. PBS has been highly engaged with the Committee, participating on several Task Groups, promoting greater interaction, more grounded recommendations, and more clear opportunities for implementation. Certain recommendations apply more to, or may be a better fit with, other agencies than GSA.
