How does cmte accomplish its purpose?*Committee members provide viewpoints and share information relevant to the Department of State’s formulation, coordination and oversight of foreign policy related to international postal and delivery services. The Committee may also make specific or general policy recommendations.
How is membership balanced?*Approximately twenty-five percent full-time regular government employees, seventy-five percent representatives of particular interest groups comprising international mailers and providers of international delivery services.
How frequent & relevant are cmte mtgs?*Meetings have been held annually in recent years. The most recent meeting in September 2024 was held remotely and focused on preparations for the 2025 UPU Congress in Dubai. Presentations were made to committee members on the UPU's strategy for the upcoming Congress cycle, and on the draft Integrated Product Plan and Integrated Remuneration Plan for that period. The Department of State continues to consider the meetings to be relevant to its work, since they provide a venue to discuss the views and concerns of mailers, delivery service providers, and other stakeholders. In the most recent meeting committee members suggested that the committee meet more frequently and prepare formal written submissions to the Department on issues such as the strategy. The Department is reviewing those recommendations.
Why advice can't be obtained elsewhere?*The advice is obtained elsewhere as well, but the committee is required by specific statutory language found in Section 405 of the Postal Accountability and Enhancement Act (PL 109-435)
Why close or partially close meetings?The meetings are not closed but are announced in the Federal Register and are open to all those who wish to attend.
Recommendation RemarksThis Advisory Committee produces no formal reports but serves as a vehicle to engage key stakeholders on relevant and timely international postal policy issues before the Department.

Outcome Increased Customer SatisfactionYesAction CommentAlthough the Committee made no formal recommendations in FY 2024, the State Department has, in the past, adjusted the positions of the U.S. delegation to UPU meetings in light of the advice developed by the Advisory Committee.

While in recent years the DFO chaired committee meetings as permitted by the Charter, the Department appointed the Director of the Office of Specialized and Technical Agencies (IO/STA), the office where the postal section is located, to chair the committee since 2022.
