How does cmte accomplish its purpose?*Consistent with Congress' expressed desire that federal agencies work together to coordinate their juvenile justice and delinquency prevention efforts, the Coordinating Council on Juvenile Justice and Delinquency Prevention (Council), established by Section 206 of the Juvenile Justice and Delinquency Prevention Act of 1974, as amended, promotes and encourages federal interagency cooperation on issues pertaining to juvenile justice, delinquency prevention, unaccompanied juveniles, and missing and exploited children. How is membership balanced?*As set out in the statute establishing the Coordinating Council (34 U.S.C. § 11116), its membership is “composed of the Attorney General, the Secretary of Health and Human Services, the Assistant Secretary for Mental Health and Substance Use, the Secretary of the Interior, the Secretary of Labor, the Secretary of Education, the Secretary of Housing and Urban Development, the Administrator of the Office of Juvenile Justice and Delinquency Prevention, the Director of the Office of National Drug Control Policy, the Chief Executive Officer of AmeriCorps, the Assistant Secretary for Immigration and Customs Enforcement, such other officers of Federal agencies who hold significant decision making authority as the President may designate, and individuals appointed [as practitioners].” The Council's practitioner membership typically includes a diverse cross-section of state and local experts from the youth justice field, including professionals who work directly with system-impacted young people, their families, and their communities. Practitioner appointments include up to three Presidential selections, three by the Speaker of the House, and three by the Majority leader of the Senate. A 10th practitioner position is filled by the Senate Committee on Indian Affairs. Practitioner members are appointed for terms of either one, two, or three years.
How frequent & relevant are cmte mtgs?*The full Council typically meets quarterly. Meetings address the coordination of federal programs related to delinquency, unaccompanied juveniles, and/or missing and exploited children. The council met 4 times during FY24.
Why advice can't be obtained elsewhere?*The Council provides a unique opportunity for Federal agency leadership to engage with experts in the field and to jointly review matters of policy, programming, and practice that impact the effectiveness of our nation's juvenile justice system and efforts to prevent delinquency and victimization. This work increases cross-agency coordination and facilitates improved leveraging of scarce Federal resources to increase their impact. The contributions of practitioner members help to ensure that the Council's deliberations reflect the needs and concerns of state and local jurisdictions.
