How does cmte accomplish its purpose?*The Committee's Recommendations on the Program of Research were forwarded to the Attorney General as well as the Directors of the Office on Violence Against Women and the National Institute of Justice.
How is membership balanced?*OVW coordinated on the nomination of members to the Section 904 Violence Against Indian Women in Indian Country Task Force. In compiling the list of nominees, consistent with the statutory mandate on membership, OVW solicited recommendations for membership from numerous inter-tribal councils, national tribal domestic violence and sexual assault organizations, and national tribal organizations. The Section 904 Task Force was established by the Attorney General in March 2008 and subsequently rechartered.
How frequent & relevant are cmte mtgs?*Meetings of Task Force are expected to occur infrequently (at least once a year) until there are results from NIJ’s program of research that needs to be presented to the Task Force for future recommendations from the Task Force.
Why advice can't be obtained elsewhere?*Section 904(a)(3) directed the Attorney General of the United States, acting through the Director of OVW, to establish a Task Force to assist NIJ in the development and implementation of this program of research and to help guide implementation of the recommendations resulting from the research.

Recommendation RemarksThe Task Force held a virtual meeting on June 17, 2024. Although the Charter contemplates annual meetings, meetings are only held if there is relevant information about the NIJ Program of Research to be addressed. The Task Force does not have a chairperson but will be encouraged to select one at the next meeting. The DFO opens, closes, sets the agenda and chairs the meeting.

Agency Feedback Comment*DOJ looks forward to reviewing recommendations proposed by the Task Force in the future and will provide information about agency feedback in future meetings and on the OVW website, as appropriate.Narrative Description*The Violence Against Women Act of 2005 (VAWA 2005), Public Law Number 109-162 (codified at 34 U.S.C. § 10452 note), Title IX, Section 904(a) mandates the National Institute of Justice (NIJ) to conduct analyses and research on violence against Indian women in Indian Country. In consultation with the Office on Violence Against Women (OVW), NIJ is mandated to conduct a National Baseline Study that focuses on domestic violence, dating violence, sexual assault, stalking, and murder. The legislation also authorizes studies evaluating the effectiveness of federal, state, tribal, and local response to violence against Indian women in Indian Country.Due to the broad scope of the legislation and the complexity of the topic, NIJ refers to the National Baseline Study as a “program of research,” because multiple research projects over a period of time be necessary to address the statutory mandate.Task ForceSection 904(a)(3) directed the Attorney General of the United States, acting through the Director of OVW, to establish a Task Force to assist NIJ in the development and implementation of this program of research and to help guide implementation of the recommendations resulting from the research. OVW recently coordinated the nomination of members to the Section 904 Violence Against Indian Women in Indian Country Task Force and has selected new representative members to serve on the federal advisory committee. At the next meeting of this task force in FY2025, and with the new members in attendance, the members will select a chairperson.
