How does cmte accomplish its purpose?*The purpose of the NANC is to advise the Federal Communications Commission on numbering matters and to make recommendations, reached through consensus, that foster efficient and impartial administration of the North American Numbering Plan (NANP). The NANC met two times during FY25 to discuss and vote on the recommendations and provided the following reports to the Commission:
(1) At the December 13, 2024 meeting, the NANC adopted a report and recommendation on the Feasibility and Advisability of Transitioning IoT Device Usage of North American Numbering Plan Numbers to Alternative Addressing and Viability of Potential Options.
(2) On December 13, 2024, the NANC adopted two reports and recommendations, developed by two separate working groups, on Direct Access to Numbers by Interconnected Voice over Internet Protocol (VoIP) Providers.
(3) At the December 13. 2024 meeting, the NANC adopted a report and recommendation on the Regulatory Treatment of International Cellular Roaming Traffic.
(4) In support of the Wireline Competition Bureau's responsibility to monitor the performance of the North American Numbering Plan Administrator (NANPA), on June 24, 2025, the NANC approved an evaluation that concluded that the NANPA successfully met its performance requirements.
(5) As part of its responsibilities to monitor the performance of the Reassigned Numbers Database Administrator (RNDA), on June 24, 2025, the NANC approved an evaluation that concluded that the RNDA successfully met all of its performance requirements.
(6) As part of its responsibilities under 47 CFR §52.11(h) to monitor the performance of the Billing and Collection Agent on at least an annual basis, on June 24, 2025, the NANC approved an evaluation that concluded that the Billing and Collection Agent successfully met all of its performance requirements.
(7) In support of the Wireline Competition Bureau’s responsibility to determine the annual costs of numbering administration under 47 CFR §52.17(a), on June 24, 2025, the NANC approved a recommendation on a budget and contribution factor by telecommunications providers for the funding period of October 2025 through September 2026.
(8) Routine Status Updates. At meetings, the NANC heard routine status updates, including updates from the North American Portability Management, LLC, the Secure Telephone Identity Governance Authority, and the Billing and Collection Agent, Welch LLP.

How is membership balanced?*The NANC achieved a well-balanced membership by soliciting, through public notice, and including representatives from every sector of the telecommunications industry, as well as representatives of state regulators, consumer and community organizations and other stakeholders and interested parties with relevant experience. Industry representatives came from competitive local exchange carriers, incumbent local exchange carriers, wireless carriers, cable service providers, toll free service providers, interconnected voice over internet service providers and Internet Protocol-enabled service providers, telecommunications equipment manufacturers, and industry trade and standards associations.
How frequent & relevant are cmte mtgs?*The Council met approximately twice per year with additional meetings scheduled as needed. Meetings addressed current number administration issues that have competitive or consumer significance to the telecommunications industry.
Why advice can't be obtained elsewhere?*The Commission needed consensus advice from the industry on number administration issues so that it could make timely, informed decisions affecting competition and consumer issues in the telecommunications industry. The NANC was important to this process in that it facilitated industry consensus on complex numbering matters and provided initial dispute resolution. By developing a reliable technical record on difficult numbering issues, the Council was able to greatly expedite the Commission's policy and rulemaking functions.
Why close or partially close meetings?The portion of a meeting that involves the disclosure of trade secrets and commercial or financial information obtained from a person that is privileged or confidential, is subject to the Government in the Sunshine Act (GISA), which permits closure of meetings. Otherwise, all NANC meetings are open to the public. See GISA Section 552b(c)(4).
Recommendation RemarksThe NANC charter was renewed on September 8, 2023 through September 8, 2025. The Commission recommends termination of the Committee and will not recharter because the NANC’s mission is largely complete. The Commission is working to transition the NANC’s remaining oversight tasks to Commission staff.

In support of this mission, one of the Commission's goals is to support the Nation's economy by ensuring that there is a comprehensive and sound competitive framework for communications services. The North American Numbering Plan (NANP) is the basic numbering scheme that permits interoperable telecommunications service within the United States, Canada, Bermuda, and most of the Caribbean. The NANP provides a framework for assigning the telephone numbers upon which those services depend for permitting calls throughout the U.S. and international calls among member countries to be completed without the need to dial international access codes and international country codes. These numbers are a public resource, and are not the property of the carriers or their subscribers. Access to numbering resources is critical to entities desiring to participate in the telecommunications industry. An adequate source of telephone numbers, available through a uniform numbering plan, is essential to provide consumers with efficient access to new telecommunications services and technologies and to support continued growth of an economy increasingly dependent upon those services and technologies. Telephone numbers are the means by which businesses and consumers gain access to, and reap the benefits of, the public switched telephone network. These benefits cannot be fully realized, however, unless numbering resources of the NANP are administered in a fair and efficient manner. The purpose of the North American Numbering Council (NANC) is to advise the Commission and to make recommendations, reached through consensus, that foster efficient and impartial NANP administration. The NANC advises the Commission on numbering policy and technical issues, initially resolves disputes as directed by the Commission, and provides guidance to the North American Numbering Plan Administrator (NANPA), the Local Number Portability Administrator (LNPA), and the Pooling Administrator (PA), as directed by the Commission. In carrying out its responsibilities, the Council assures that NANP administration supports the following policy objectives: (1) that the NANP facilitates entry into the communications marketplace by making numbering resources available on an efficient, timely basis to communications service providers; (2) that the NANP does not unduly favor or disfavor any particular industry segment or group of consumers; (3) that the NANP does not unduly favor or disfavor one technology over another; (4) that the NANP gives consumers easy access to the public switched telephone network; and (5) that the NANP ensures that the interests of all NANP member countries are addressed fairly and efficiently, fostering continued integration of the NANP across NANP member countries.
