How does cmte accomplish its purpose?*Section 402(b)(9) of the Public Health Service Act states that “the Director, NIH...shall assure that research at...the National Institutes of Health is subject to review in accordance with section 492.” Section 492(b) states that the “Director of NIH shall establish procedures for periodic technical and scientific peer review of research at the National Institutes of Health. The mission of the Board of Scientific Counselors is to assess the quality of the Institute’s intramural research programs and to evaluate the productivity and performance of intramural scientists and shall also, as requested by the Director, NIH, undertake peer review of extramural funding applications as required by section 492 of the Public Health Service Act, as amended.” The Board is composed of scientific and technical experts. The Board continues to provide indispensable evaluation and advisory functions in the science management of the intramural research programs. Besides the formal meetings for peer review of each laboratory, the chairman and individual Board members are frequently consulted for advice on staff appointments and program development. The actions of the laboratories reviewed are in keeping with the recommendations of the Board. The Board provides the National Advisory Allergy and Infectious Diseases Council with a review and description of its activities. During FY 2024 the Board made 13 recommendations concerning individual labs and tenure track investigators.
How is membership balanced?*The Board consists of approximately 12 members who are outstanding authorities knowledgeable in the specialized fields of microbiology, immunology, and clinical research allergy and infectious diseases. The advisory role of the board is scientific and substantive. The Board, through periodic visits to the laboratories, assesses the research in progress and evaluates productivity and performance of staff scientists.
How frequent & relevant are cmte mtgs?*The Board met two times, December 11-13, 2023, and June 10-12, 2024, during this reporting period. The Board holds approximately two formal meetings each year for the peer review of intramural laboratories on a rotating basis as required by the PHS Act.
Why advice can't be obtained elsewhere?*This Board is composed entirely of recognized biomedical and/or behavioral research authorities from outside the NIH in order to secure unbiased and objective evaluation of intramural research programs. Their recommendations are invaluable because the complex nature of research in each laboratory requires a unique balance and breadth of expertise not available on the NIH staff or from other established resources.
Why close or partially close meetings?The meetings of the Board of Scientific Counselors, NIAID, were closed for the review, discussion, and evaluation of individual programs and projects conducted by the Institute, including consideration of personnel qualifications and performance, the competence of individual investigators, and similar items, the disclosure of which would constitute a clearly unwarranted invasion of personal privacy. Section 552b(c)(6) of the Government in the Sunshine Act permits the closing of meetings where discussion could reveal personal information, the disclosure of which would constitute a clearly unwarranted invasion of personal privacy.

The DFO and Decision Maker positions are held by the same person, the Director, Division of Intramural Research, NIAID. The Board makes recommendations on Intramural lab and confidential personnel matters and the Institute Director has decided that federal staff involvement will be minimal.

Dr. Katherine Fitzgerald was reassigned from regular member to serve as Chair from July 1, 2023 to June 30, 2024.

Member Dr. Michael L. Diamond was reassigned from regular member to serve as Chair from July 1, 2024 to June 30, 2027.

While the committee Charter authorizes up to 12 SGE members, an approved nominee on the 2023 Slate, Dr. Adaora Adimora, declined the invitation. This is why the Charter states 12 potential members, but this ACR lists only 11 current members.
