How does cmte accomplish its purpose?*The Environmental Protection Agency provides background materials and charge questions for consideration by the Science Advisory Committee on Chemicals (SACC). The SACC deliberates on the charges during public meetings and subsequently renders its advice and recommendations to the Agency in the meeting minutes and final reports.
How is membership balanced?*SACC members are selected on the basis of their qualifications to provide independent scientific advice and recommendations to the EPA on the scientific basis for risk assessments, methodologies, and pollution prevention measures and approaches for chemicals regulated under the Toxic Substances Control Act (TSCA). In accordance with TSCA, the SACC is composed of representatives of such science, government, labor, public health, public interest, animal protection, industry, and other groups as the Administrator determines to be advisable, including representatives that have specific scientific expertise in the relationship of chemical exposures to women, children, and other potentially exposed or susceptible subpopulations. The members also include representation of the following disciplines, including, but not limited to: toxicology, pathology, environmental toxicology and chemistry, exposure assessment, risk assessment and related sciences, e.g., pediatrics, synthetic biology, pharmacology, biotechnology, nanotechnology, biochemistry, biostatistics, PBPK modeling, computational toxicology, epidemiology, environmental fate, and environmental engineering and sustainability. The disciplinary expertise needed for SACC reviews depends on the scientific issues brought before the committee. Therefore, the expertise of the members is augmented throughout the year by the use of numerous ad hoc consultants.
How frequent & relevant are cmte mtgs?*In 2025, the SACC conducted the Peer Review of 2024 Draft Risk Evaluation for 1,3-Butadiene. EPA preliminarily determined that 1,3-butadiene presents an unreasonable risk of injury to human health for workers and the general population (including fenceline communities) from inhalation exposure. 1,3-Butadiene is associated with health effects such as reduced birthweight pregnancies, blood and immune system disease, and leukemia. 1,3-Butadiene is a colorless, highly flammable gas with a mild odor similar to gasoline. 1,3-Butadiene is used in manufacturing various products, including plastic and rubber products (including tires). It’s also used in adhesives and sealants, fuels, automotive care products, lubricants, and paints and coatings. When it is manufactured or used to make products, 1,3-butadiene is mainly released into the air from facilities, with relatively small releases to land or water. People can also be exposed to 1,3-butadiene from vehicle exhaust, tobacco smoke, burning wood, and forest fires. In this draft risk evaluation, EPA evaluated risks resulting from exposure to 1,3-butadiene from facilities that use, manufacture, or process 1,3-butadiene under conditions of use subject to TSCA and the products resulting from such manufacture and processing. The committee typically will conduct approximately four to six reviews each year. Review meetings normally range from two to five days depending upon the number of review topics and the time needed for discussion.
Why advice can't be obtained elsewhere?*As required by the Frank R. Lautenberg Chemical Safety for the 21st Century Act, the SACC will provide independent advice and expert consultation, at the request of the EPA Administrator, with respect to the scientific and technical aspects of issues relating to the implementation of the Act.
Why close or partially close meetings?When necessary, SACC meetings may be closed or partially closed to allow the committee to discuss confidential business information (CBI).

Lautenberg Chemical Safety for the 21st Century Act, and Goal 7, Objective 7.1 of the Agency's FY 2022-2026 strategic plan: Ensure Chemical and Pesticide Safety. The SACC provides expert scientific advice, information, and recommendations to EPA’s Office of Pollution Prevention and Toxics (OPPT) on the regulation of chemicals, including: review of risk evaluations; models; tools; guidance documents; chemical category documents; and other chemical assessment products as deemed appropriate, that are prepared by OPPT; and addressing other scientific and technical issues that OPPT identifies as critical to implementing the Act.
