How does cmte accomplish its purpose?*	Section 492 of the PHS Act states that the The Secretary...shall by regulation require appropriate technical and scientific peer review of -- (A) applications...; and (B) ...biomedical and behavioral research and development contracts... This Board is composed of both scientific and public members who provide the second level of peer review; advise on policy development, program implementation and evaluation; and research needs and opportunities of the Center. The FIC Advisory Board, through planning discussions at the Board meetings and through the organization and co-management of working groups was instrumental in the development of several program initiatives, helping to identify institutional needs and promising areas of scientific pursuit. These include Fogarty’s HIV Research Training Programs for Low- and Middle-Income Country Institutions; Global Infectious Disease Research Training Programs; International Bioethics Research Training Program and Education and Curriculum Development Award; Global Brain and Nervous System Disorders Research across the Lifespan Programs; Reducing Stigma to Improve HIV/AIDS Prevention, Treatment and Care in Low- and Middle-Income Countries Program; Mobile Health: Technology and Outcomes in Low and Middle-Income Countries Program; NIH-NSF Ecology and Evolution of Infectious Diseases Initiative; Global Non-Communicable Diseases and Injury Across the Lifespan Programs; Emerging Global Leader Award; and International Research Scientist Development Award. During this reporting period, the FICAB reviewed 130 applications for programs, requesting $39,363,922.00.
How is membership balanced?*	The Board will be composed of not more than 13 members appointed by the Secretary (appointed members) and the following nonvoting ex officio members; the Directors of 2 NIH institutes with active international programs, the Director, FIC and additional officers or employees of the Department of Health and Human Services the Secretary determines necessary to effectively carry out its functions. Appointed members must be eligible to serve as Special Government Employees (SGEs) and will serve as SGEs. Of the 13 appointed members, 10 shall be selected from among the leading representatives of the health and scientific disciplines relevant to the activities of the FIC, particularly representatives of the biomedical and behavioral fields, such as molecular and cellular biology, neurosciences, basic physiology, epidemiology, immunology, nutrition, public health, economics, and demography. Three members are appointed by the Secretary from the general public and include leaders in the fields of health-related enterprises such as pharmaceutical or life insurance companies, voluntary organizations committed to betterment of public health, international health, and international health law. The Chair of the Board will be selected by the Secretary from among the appointed members, except that the Secretary may select the Director, FIC, to be the Chair. The term of office of the Chair will be two years.
How frequent & relevant are cmte mtgs?*	Meetings are held approximately three times each fiscal year. The Fogarty International Center Advisory Board provides advice on a continuing basis on the type of scientific research programs that should be supported and on how to carry out the designated mission and responsibilities of the Center. It also provides ongoing review of the relevance and effectiveness of the existing programs.
Why advice can't be obtained elsewhere?*	The Fogarty International Center Advisory Board is composed of both scientific and public members who provide the second level of review for research grant applications; advise on policy development, program implementation and evaluation; and research needs and opportunities of the Center. The quality, scope, and balance of advice from this Board cannot be obtained from NIH staff or from other established sources because the membership of the council is constituted to meet the specific requirements of the mandated mission of the Board and of the Center.
Why close or partially close meetings?	The meetings of the Fogarty International Center Advisory Board were partially closed to the public for review of grant applications. Sections 552b(c)(4) and 552b(c)(6) of the Government in the Sunshine Act permit the closing of meetings where discussion could reveal confidential trade secrets or commercial property such as patentable material and personal information, the disclosure of which would constitute a clearly unwarranted invasion of personal privacy.
Recommendation Remarks	Committee Function: Other – National Scientific and Advisory. Reports: This committee did not produce any reports during this reporting period. Members: Newly appointed members Clement Adebamowo, Christopher Beyrer and Benjamin Chi were added to the report. Ex Officios: The appointment end dates for Kayla Laserson, Jeanne Marrazzo and Vikas Kapil were updated. The appointment end date for Dr. Neuzil was updated and the member record for her replacement, Dr. Kilmarx, was added. The Decisionmaker information was changed from Dr. Neuzil to Dr. Kilmarx. Missing degrees for various members were readded. Per the Charter, the Secretary, HHS may add any additional officers or employees of the HHS to the Board that is determined necessary to effectively carry out its functions.

Research grant applications submitted to NIH must go through a two-step review process that includes the initial peer review for scientific and technical merit and a second step of review and approval by a National Advisory Council that includes program relevance. In addition, prior to an award or funding being made, NIH staff must conduct an administrative review for a number of other considerations. These include alignment with NIH’s funding principles, review of the project budget, assessment of the applicant’s management systems, determination of applicant eligibility, and compliance with public policy requirements. After all these steps have been completed, NIH officials make funding decisions on individual grant applications.
