How does cmte accomplish its purpose?*The Great Lakes Advisory Board (GLAB) supports the EPA in achieving the restoration and protection goals of the Great Lakes Restoration Initiative (GLRI) included in Public Law 111-88, the Department of the Interior, Environment and Related Agencies Appropriations Act, 2010, and subsequent appropriations, and the United States – Canada Great Lakes Water Quality Agreement. The Great Lakes is a vast, shared resource and protecting and restoring them requires the collective ideas and experience of the Great Lakes community. The GLAB provides a forum where EPA can have the full benefit of the ideas and experience of both government and non-governmental partners. The GLAB’s objectives are to provide advice and recommendations on Great Lakes protection and restoration activities; long term goals, objectives, and priorities for Great Lakes protection and restoration; and other issues addressed by the Great Lakes Interagency Task Force/Regional Work Group.
How is membership balanced?*The GLAB is composed of approximately 15 members who will serve as representative members, regular government employees (RGEs), or special government employees (SGEs). The GLAB is comprised of members that represent state, local and tribal governments, academia, industry, business/consulting, and environmental non-governmental organizations.
How frequent & relevant are cmte mtgs?*The GLAB meets approximately twice per fiscal year. Due to unforeseen circumstances, the GLAB has not yet convened in FY25.
Why advice can't be obtained elsewhere?*The EPA Administrator is the chair of the Great Lakes Interagency Task Force that consists of federal agencies responsible for implementing the GLRI. The GLRI is guided by an action plan that has been broadly endorsed by the Great Lakes states, cities, tribes, conservation groups and industries. The GLAB is composed of a cross-section of stakeholders with diverse backgrounds and areas of interest relating to the Great Lakes. The GLAB is necessary because it provides EPA with the collective recommendations of state and local governments, tribes and other Great Lakes interests to more effectively carry out Great Lakes restoration. There are no other existing EPA advisory committees that have a mission to advise on protecting and restoring the Great Lakes. Likewise, existing committees do not have the breadth of experience that is needed to inform the Agency on Great Lakes environmental issues from various viewpoints. Bringing together a cross-section of individuals with the needed range of experience and perspectives will facilitate a more effective discussion of the technical issues and policy options that will support adequate evaluation of, and input into, EPA positions and actions.

Therefore, it categorized recommendations as follow: Near-term recommendations are those that are currently actionable under the Great Lakes Restoration Initiative (GLRI) and by the Great Lakes National Program Office. Mid-term recommendations are those that require additional research or development before they could be implemented under GLRI; however, that research and development could be a near-term activity.
