How does cmte accomplish its purpose?*The International Digital Economy and Telecommunications (IDET) Federal Advisory Committee was formed to provide consensus advice to the Department of State with respect to and provide strategic planning recommendations on digital economy, digital connectivity, economic aspects of emerging digital technologies, telecommunications, and information policy matters, including those related to the U.S. participation in the International Telecommunication Union (ITU), the Organization of American States Inter-American Telecommunication Commission (CITEL), the Organization for Economic Cooperation and Development (OECD), the Asia Pacific Economic Cooperation (APEC) Forum Telecommunications and Information Working Group, the Group of Seven (G7), the Group of Twenty (G20) Digital Economy Task Force, and relevant standards setting bodies. The Committee has served as a mechanism to provide advice on international digital economy and telecommunication policy and technical matters related to positions for various conferences and meetings.
How is membership balanced?*Together, the membership of the IDET represents a balance of interests from different sectors and diverse viewpoints and have substantial expertise participating in international organizations addressing communications and information technology and digital economy policy issues. Committee membership is open to applicants from government agencies, and all telecommunication stakeholders (network operators, service providers, recognized operating agencies, equipment vendors, associations, academic institutions, civil society, individuals, or other entities expressing an interest in the technical, regulatory, policy, and/or administrative activities of the ITU, CITEL, OECD, and APEC TEL as well as any other relevant matters). The Committee is known to the telecommunications community and has expanded its outreach to the Internet community to promote balanced participation and advice as Internet issues have increasingly appeared on ITU agendas. Advice and recommendations to the Department are developed by broad consensus of members that declare an interest and is thus consistent with U.S. support for multistakeholder governance of the Internet.
How frequent & relevant are cmte mtgs?*While our objective was for IDET to hold at least two meetings per year, since it was last rechartered in June 2022, the IDET only met one time, on September 9, 2022. CDP/ICP did not convene IDET meetings in FY2023 or FY2024. CDP/ICP has held stakeholder briefings separate from IDET in FY2023 and following a review our approaches for stakeholder consultation, feedback, and advice going forward, we have decided to allow the committee to expire/terminate at this time.
Why advice can't be obtained elsewhere?*Advice and participation of industry, academia, and civil society stakeholders is helpful to developing U.S. positions that meet both U.S. government public interest obligations and private sector market and digital economy objectives in international organizations. Our review has determined that there are other potential sources of advice on international digital economy and telecommunications issues, albeit not ones that reflect consensus positions that were obtained through the IDET.

Recommendation RemarksDuring CDP/ICP's tenure, the committee reaped the benefits of robust and meaningful multistakeholder engagements and dialog. Following a study on how and whether the CDP/ICP could benefit from obtaining non-consensus advice without the infrastructure and resources required as a FACA committee, the committee’s consensus was to allow the committee to terminate 6/28/2024 at the end of its charter date.
