How does cmte accomplish its purpose?*The Board serves the U.S. Global AIDS Coordinator (“the Coordinator”) in a solely advisory capacity concerning scientific, implementation, and policy issues related to the global response to HIV/AIDS. These issues will be of concern as they influence the priorities and direction of PEPFAR evaluation and research, the content of national and international strategies and implementation, and the role of PEPFAR in the international discourse regarding appropriate and resourced responses. The committee accomplishes is purpose largely through the generation of recommendations.
How is membership balanced?*The Board is composed of up to 50 members appointed by the Coordinator, representing non-U.S. Government personnel. All Board members are representative members. The membership is representative of the HIV/AIDS community, academia, international experts, partner government representatives, multilateral and bilateral agency representatives, foundations, advocates, and non-governmental organizations.
How frequent & relevant are cmte mtgs?*Original Estimated Number of Meetings per Year - 1 or 2 face-to-face meetings with teleconferences as needed. In order to keep committee meetings relevant and productive, working groups (subcommittees) have been formed that meet intermittently and on an ad-hoc basis. The ideas and advice generated by the working groups result in increased productivity and clearer recommendations produced by the whole committee during face-to-face meetings.
Why advice can't be obtained elsewhere?*The committee is necessary to keep PEPFAR programs at the forefront of scientific knowledge. The members of the committee have specific expertise which is relevant and crucial to PEPFAR in creating and implementing high-quality programs. The advice received by the Coordinator from the committee in the past fiscal year has assisted PEPFAR by informing next steps on how to swiftly pivot programs to achieve greater impact in response to new HIV normative guidance from the World Health Organization and others.

Recommendation RemarksThis committee advises PEPFAR on science, implementation, and technical policy issues. Its function is best described as "Other" due to this broad scope. Further, this committee does not routinely produce formal reports, but does issue recommendations on policy decisions that are captured in the meeting minutes following each meeting. It was determined during this fiscal year that the majority of the SAB members would be retired to bring in new perspectives and reform the SAB. 5 members of the SAB were retained and the rest were informed of the retirement on September 24 2024. New members will be onboarding in the coming fiscal year and are currently being contacted.

The following subcommittees were retired as they were inactive in 2023 and 2024: (1) Finance and Economics Working Group; (2) HIV Prevention Continuum Working Group; and (3) HIV Recency Testing.

Number Of Recommendations CommentThrough the FY22 reporting period, the PEPFAR Scientific Advisory Board has issued 65 recommendations. FY22 recommendations focused on the technical considerations for the implementation of HIV recency testing for surveillance, new biomedical products for HIV prevention, implementation science, use of self-testing for PrEP, and HPV testing. Through the FY23 reporting period, the PEPFAR Scientific Advisory Board convened to discuss the role of the Board during the formation of the GHSD bureau, and to discuss updates in science related to PEPFAR programs. During the FY 2024 period, the five recommendations provided by the board covered issues such as inclusive HIV care for key populations, addressing stagnant funding and equity, monitoring Dolutegravir resistance, advancing long-acting treatments, behavioral science for improved outcomes, and sustainable health system integration.Access Agency WebsiteYes
