How does cmte accomplish its purpose?*The Environmental Protection Agency provides background materials and charge questions for consideration by the FIFRA Scientific Advisory Panel (SAP). The SAP deliberates on the charges during public meetings and subsequently renders its advice and recommendations to the Agency in meeting minutes and final reports.
How is membership balanced?*SAP members are selected on the basis of their qualifications to assess the effects of the impact of pesticides on health and the environment. FIFRA requires multidisciplinary representation, with membership comprised of the disciplines of toxicology, pathology, environmental biology, and related sciences (e.g., pharmacology, biotechnology, bio-chemistry, biostatistics). The disciplinary expertise needed for SAP reviews depends on the scientific issues brought before the committee. Therefore, the expertise of the members is augmented throughout the year by the use of numerous ad hoc consultants.
How frequent & relevant are cmte mtgs?*The panel typically conducts approximately two to four reviews each year. Review meetings normally range from two to four days depending upon the number of review topics and the time needed for discussion. The panel did not hold a peer review meeting in fiscal year 2025.
Why advice can't be obtained elsewhere?*Section 25(d) of FIFRA requires that the Administrator use the expertise available on the FIFRA Scientific Advisory Panel to obtain comments on notices of intent to cancel pesticide registrations or change their classification (FIFRA Section 6(b)), emergency orders suspending registrations (FIFRA Section 6(c)), or regulations to be issued under Section 25(a) of FIFRA. FIFRA also requires that the Administrator seek comments, evaluations, and recommendations from the FIFRA SAP for operating guidelines to improve the quality of scientific analyses made by EPA personnel. To avoid duplication, the Scientific Advisory Panel maintains an ongoing liaison with other EPA scientific advisory committees such as the EPA Science Advisory Board (SAB).

% of Recs Fully Implemented CommentDuring the course of the fiscal year, the FIFRA SAP typically provides the Agency recommendations on pesticide and pesticide-related issues as to the impact on health and the environment of regulatory actions. The nature of the FIFRA SAP’s advice, and the Agency’s implementation of that advice over the years, do not facilitate estimating the percentage of recommendations that are fully (or partially) implemented by the Agency over the life of the committee thus far. There are examples where the Agency has utilized specific Panel recommendations. Since passage of the Food Quality Protection Act of 1996 (Public Law 104-170), the FIFRA SAP has provided, and the agency has implemented, numerous recommendations regarding the development of risk assessment and exposure methodologies. Agency Feedback Comment*Each year, the FIFRA SAP reviews and considers numerous scientific issues related to ongoing analyses and methods development within the Agency. More specifically, the recommendations provided by the Panel are utilized to evaluate methodologies, assess the impact of pesticides on health and the environment, improve the effectiveness and quality of EPA's scientific analyses, guidelines and peer review major scientific studies and issues. Some topics are presented to the SAP at various stages of development, allowing the Panel to explore the Agency's progress and to understand how previous recommendations have been implemented.Narrative Description*The Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) Scientific Advisory Panel (SAP) supports Goal 7, Objective 7.1 of the Agency's FY 2022-2026 Strategic Plan -- Ensure Chemical and Pesticide Safety. The FIFRA SAP is a statutory advisory committee created on November 28, 1975, pursuant to section 25(d) of FIFRA (as amended by Public Laws 94-140, 95-396, 96-539, 98-201, and 100-532). Under FIFRA (section 25(d)), the EPA is required to submit certain regulatory actions to the SAP for comment as to the impact on human health and the environment (e.g., regulatory actions under sections 6(b), 6(c), and 25(a) of FIFRA). In addition, the FIFRA SAP provides advice, information, and recommendations on methods to ensure that pesticides do not cause “unreasonable adverse effects on the environment” (as defined in Section 2 (bb) of FIFRA); EPA analyses, reports and guidelines to improve the effectiveness and quality of scientific analyses made by the Agency; and other major scientific studies and issues. In general, the FIFRA SAP serves as a primary means for scientific peer review supporting the EPA Office of Chemical Safety and Pollution Prevention (OCSPP). For example, implementation of the Food Quality Protection Act of 1996 (Public Law 104-170) required the development of a number of risk assessment methodologies to support the Agency’s goals for clean and safe water and safe food. The FIFRA SAP conducted a number of reviews over a relatively short time frame to support the Agency’s efforts in this area. Overall, the FIFRA SAP provides scientific peer review which is a critical component of EPA’s use of sound science to protect human health and the environment. The panel did not hold a peer review meeting in fiscal year 2025.
