How does cmte accomplish its purpose?*This Board is composed of both scientific and public members who provide the second level of peer review, advise on policy development, program implementation and evaluation, and research needs and opportunities of the National Library of Medicine. In FY2024, the Board provided second level peer review of 2,539 grants requesting $4,043,330,500.
How is membership balanced?*The Board will consist of 10 members appointed by the Secretary and 9 nonvoting ex officio members. The 10 appointed members will be selected from leaders in the various fields of the fundamental sciences, medicine, dentistry, public health, hospital administration, pharmacology, health communications technology, scientific or medical library work, or in public affairs. At least six of the appointed members will be selected from leaders in the fields of medical, dental, public health research or education. The Board also consists of nine ex officio members: the Surgeons General of the PHS, the Army, the Navy, and the Air Force; the Under Secretary for Health of the Department of Veterans Affairs; the Dean of the Uniformed Services University of the Health Sciences; the Assistant Director for Biological Sciences of the National Science Foundation; the Director of the National Agricultural Library; and the Librarian of Congress (or their designees).
How frequent & relevant are cmte mtgs?*The Board met two times this fiscal year. The Board provides advice on a continuing basis on the effectiveness of ongoing intramural and extramural programs, the future development of new initiatives, and how to carry out the designated mission and responsibilities of the National Library of Medicine.
Why advice can't be obtained elsewhere?*The Board of Regents of the National Library of Medicine is composed of both scientific and public members who provide the second level of review for grant applications; advise on policy development, program implementation and evaluation; and research needs and opportunities of the National Library of Medicine. The quality, scope, and balance of advice from this Board cannot be obtained from NIH staff or from other established sources because the membership of the Board is constituted to meet the specific requirements of the mandated mission of the Board of Regents and the National Library of Medicine.
Why close or partially close meetings?Sections of the Board of Regents meetings were closed to the public for the review of grant applications. Sections 552b(c)(4) and 552b(c)(6) of the Government in the Sunshine Act permit the closing of meetings where discussion could reveal confidential trade secrets or commercial property, such as patentable material and personal information, the disclosure of which would constitute a clearly unwarranted invasion of personal privacy.

Meetings: The Board met only twice during FY2025.

Members - Administrative Extensions: There were two members administratively extended for 180 days as permitted by the authorizing statute: Dr. James Cimino and Dr. Omolola Ogunyemi. Dr. Philip Walker was reassigned to the Chair role in FY25.

In FY2025 the following Ex-Officios terms ended : Michelle Elekonich, Joseph Sterbis, Mary Mazanec, Vivek Murthy, Joseph Sterbis. The following new Ex- Officios were appointed in FY2025: Sharmila Choudhury, John Iskander, Ursula Pieper, and Robert Walter.

Research grant applications submitted to NIH must go through a two-step review process that includes the initial peer review for scientific and technical merit and a second step of review and approval by a National Advisory Council that includes program relevance. In addition, prior to an award or funding being made, NIH staff must conduct an administrative review for a number of other considerations. These include alignment with NIH’s funding principles, review of the project budget, assessment of the applicant’s management systems, determination of applicant eligibility, and compliance with public policy requirements. After all these steps have been completed, NIH officials make funding decisions on individual grant applications.

Agency Feedback Comment*Information is provided to the public at the open session of each Council meeting through reports and the Director’s update. The public can view information related to the Council through the Council’s official website.Narrative Description*NIH’s mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability. NIH works toward that mission by: conducting research in its own laboratories; supporting the research of non-Federal scientists in universities, medical schools, hospitals, and research institutions throughout the country and abroad; helping in the training of research investigators; and fostering communication of medical and health sciences information. Section 492 of the Public Health Service Act states that The Secretary....shall by regulation require appropriate technical and scientific peer review of (A) applications ...; and (B) ...biomedical and behavioral research and development contracts... The Board of Regents advises the Secretary on matters of policy in regard to NLM and its mission and services. The Board provides expert guidance on current programs and contributing to plans for new activities. It has been highly successful in providing long-range directions for the NLM and developing planning documents. The Board provides second level peer review, making recommendations for support of grants and contracts, advises on policy development, program implementation and evaluation, and identifies research needs of the NLM.
